RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Introduce the attached ordinance by title and waive the first reading;

2.                     Set the attached ordinance for adoption on Dec. 8, 2020, or at least one (1) week away from the date of the Board of Supervisors meeting at which the ordinance is first introduced;

3.                     Direct the Clerk of the Board of Supervisors to publish the pre-adoption summary of the attached ordinance and to post a certified copy of the full text of the ordinance in the office of the Clerk of the Board of Supervisors at least five (5) days prior to the Board of Supervisors meeting at which the ordinance will be adopted [California Government Code Section 25124(b)(1)];

4.                     Direct the Clerk of the Board of Supervisors, within fifteen (15) days after adoption of the attached ordinance, to publish a post-adoption summary of the ordinance with the names of the Supervisors voting for and against the ordinance, and to post in the office of the Clerk of the Board of Supervisors a certified copy of the full text of the adopted ordinance and amendments along with the names of those Supervisors voting for and against the ordinance [California Government Code Section 25124(b)(1)]; and

5.                     Direct Department of Public Works staff to file the attached CEQA Determination Form stating that the proposed action is exempt from environmental review with the Humboldt County Clerk in accordance with the California Environmental Quality Act.

DISCUSSION:

Parking restrictions on Buhne Drive in the King Salmon area were codified by Ordinance No. 784 on Aug. 24, 1971, in order to allow the Humboldt Community Services District (“HCSD”) to place emergency equipment at their facilities.  HCSD has indicated that current operations no longer require the current length of the no parking zone.  The attached ordinance will reduce the red curb on the east side of Buhne Drive from approximately one hundred thirty-six (136) feet to approximately fifty (50) feet in order to allow for public parking.

 

A temporary no stopping tow-away zone is proposed for Sprowel Creek Road in the Garberville area in order to provide space for a bookmobile while the Garberville Library is being reconstructed.  The location of the no stopping tow-away zone was chosen in coordination with Library staff and the Humboldt County ADA Coordinator.  The proposed no stopping tow-away zone will be on Thursdays from 1:30 pm to 4:30 pm and will allow vehicles with a permit to park there.  A permit will be issued by the Department of Public Works to the Library in order to allow the bookmobile to park in that location during the times that parking is restricted. The bookmobile is scheduled to be open to the public at 2:00 pm.  The start time of 1:30 pm for the restriction is to allow law enforcement time to tow any vehicles ahead of the 2:00 pm opening time.  When the Garberville Library reopens the above-referenced no stopping tow-away zone will be repealed.

 

The attached ordinance is considered a project under the California Environmental Quality Act (“CEQA”).  This project is categorically exempt from environmental review pursuant to Section 15301 - “Existing Facilities” and Section 15305 - “Minor Alterations in Land Use Limitations” of the CEQA Guidelines.  In addition, the application of the above-referenced categorical exemptions is not barred by any of the exceptions set forth in Section 15300.2 of the CEQA Guidelines.

 

FINANCIAL IMPACT:

Adoption of the attached ordinance will require the creation and installation of regulatory signs, curb painting and striping in the relevant locations.  The estimated cost associated with manufacturing and installing the required regulatory signs and striping is Five Thousand Dollars ($5,000), which is covered by the Road Fund.  As a result, adoption of the attached ordinance will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to adopt the attached ordinance.  However, this alternative is not recommended since it would not improve traffic safety in the relevant locations.
