RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Retroactively approve authorization for Sheriff Honsal to sign and accept the Subrecipient Allocation for CPR Funding as of October 13, 2020 (Attachment 1);

2.                     Approve the supplemental budget for fiscal year (FY) 2020-21 for CPR Funding (Attachment 2) (4/5 vote required); and

3.                     Delegate authority to the Auditor-Controller’s Office and County Administrator’s Office (CAO) to approve budget transfer requests to create fixed assets for the CPR Funding budget unit 1100-221803 up to $50,000.00 for equipment and up to $100,000.00 for building improvements that meet the eligibility criteria for the CPR Funding as outlined in the Notification (see attachment 1).

DISCUSSION:

In an ongoing effort to prepare California communities for power outage events, Cal OES has approved an allocation in the amount of $192,456 to the County of Humboldt as part of the FY 2020-21 Community Power Resiliency budget.  At least fifty percent $96,228 of the award amount must be utilized to support one or more of the resiliency areas: schools, election offices, food storage reserves, and/or COVID-19 testing sites.  The Sheriff will partner with the Humboldt County Office of Education to determine the best use of the $96,228 for school resiliency and the other $96,228 will be used to improve county infrastructure to prepare and respond to power outage events.

 

The Humboldt County Sheriff’s Office (HCSO) has received the funding and is responsible for managing the expenditures and reporting back to the state.  HCSO is requesting a supplemental budget for the funding.  HCSO will meet with county stakeholders to make decisions on how to spend the funding in alignment with funding eligibility requirements (see attachment 1) and in the best interest of the public to prepare for power outage events. 

 

The Notificatoin of Subrecipient Allocation was received on October 2, 2020 and funding must be spent by October 31, 2021.  Due to the short turnaround time in accepting funds, the Sheriff is seeking retroactive approval to accept the funds. In addition, in order to ensure HCSO meets the spending deadlines, HCSO is requesting that the Board of Supervisors delegate authority to the Auditor-Controller’s Office and CAO’s office to approve any budget transfer requests to create fixed assets for the CPR Funding budget unit 1100-221803 up to $50,000.00 for equipment and up to $100,000.00 for building improvements that meet the eligibility criteria for the CPR Funding.

 

FINANCIAL IMPACT:

The attached supplemental budget of $192,456.00 in state funding will support schools and the county to be more resilient to power shutoffs. There is no additional general fund allocation being requested at this time.  This state funding helps to decrease the burden on the county’s general fund for preparing for future power outage events.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose to decline the supplemental budget for CPR Funding, however doing so would prohibit HCOE from being able to spend the funds to prepare the county and schools for power outage events.

 

The Board may choose to decline the request to delegate authority to the Auditor-Controller’s Office and CAO’s Office for increased limits to create fixed assets for this funding, however doing so may slow down HCOE’s ability to utilize all the funding before the performance period is over.
