RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the Alderpoint Road (6B165) Post Mile 36.98 Storm Damage Repair Project; and

2.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Dec. 15, 2020 at 2:00 p.m.

DISCUSSION:

On Mar. 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides.  Alderpoint Road (6B165) Post Mile 36.98, in the Bridgeville area of eastern Humboldt County, experienced roadway settlement and embankment failure.  Emergency temporary repairs were done at the time of the disaster to maintain essential traffic flows.

 

On Dec. 2, 2019, the Humboldt County Department of Public Works (“Public Works”) received Federal Highway Administration funding approval to proceed with the Alderpoint Road (6B165) Post Mile 36.98 Storm Damage Repair Project.  Mark Thomas and Company subsequently prepared the attached plans and specifications for the project based on a topographic survey of the damaged area that was prepared by Points West Surveying Company and a geotechnical study prepared by Crawford and Associates.  The work proposed in the attached plans and specifications consists of constructing a rock buttress, placing light weight fill embankment, installing geosynthetic reinforced embankment, installing underdrain systems, reestablishing the roadway to original width and adding sediment and erosion control items.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Alderpoint Road (6B165) Post Mile 36.98 Storm Damage Repair Project.

 

FINANCIAL IMPACT:

There is no financial commitment until the Alderpoint Road (6B165) Post Mile 36.98 Storm Damage Repair Project is awarded.  This project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%).  The engineer’s cost estimate for the project is Three Million Five Hundred Nineteen Thousand Eight Hundred Ten Dollars ($3,519,810). The Humboldt County Road Fund will be responsible for Four Hundred Three Thousand Seven Hundred Twenty-Two Dollars and Twenty-One Cents ($403,722.21) of the costs associated with the Alderpoint Road (6B165) Post Mile 36.98 Storm Damage Repair Project.

 

Expenditure appropriations relating to completion of the Alderpoint Road (6B165) Post Mile 36.98 Storm Damage Repair Project have been included in the approved fiscal year 2020-2021 budget for budget unit 1200-321-2118.  As a result, the Alderpoint Road (6B165) Post Mile 36.98 Storm Damage Repair Project will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the attached plans and specifications for the Alderpoint Road (6B165) Post Mile 36.98 Storm Damage Repair Project.  However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
