DISCUSSION:

Parking restrictions on Oceanview Drive in the Trinidad area and New Navy Base Road in the Samoa area were both codified by Ordinance No. 2578 on September 12, 2017.  The attached ordinance will amend those parking restrictions as follows:

Parking restrictions will be reduced to only the northerly one hundred eighty (180) feet along the west side of Ocean View Drive to coincide with the two (2) existing no parking signs.  The Humboldt County Department of Public Works is currently working with the Big Lagoon community on a comprehensive parking and signing plan for the greater Big Lagoon area.

The locations of the parking restrictions on New Navy Base Road are being adjusted to conform to the coastal development permit.  Time restricted parking (no parking from 10:00 pm to 5:00 am) is proposed at the existing turnouts on the west side of the road as shown in Attachment 2.  No parking at all times at is proposed at all other locations on both sides of the road.

The attached ordinance is considered a project under the California Environmental Quality Act (“CEQA”).  This project is categorically exempt from environmental review pursuant to Section 15301 - “Existing Facilities” and Section 15305 - “Minor Alterations in Land Use Limitations” of the CEQA Guidelines.  In addition, the application of the above-referenced categorical exemptions is not barred by any of the exceptions set forth in Section 15300.2 of the CEQA Guidelines.

FINANCIAL IMPACT:

Adoption of the attached ordinance will require the creation and installation of regulatory signs, curb painting and striping in the relevant locations.  The estimated cost associated with manufacturing and installing the required regulatory signs and striping is Five Thousand Dollars ($5,000), which is covered by the Road Fund.  As a result, adoption of the attached ordinance will not impact the Humboldt County General Fund.

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

OTHER AGENCY INVOLVEMENT:

California Highway Patrol

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to adopt the attached ordinance. However, this alternative is not recommended since it would not improve traffic safety in the relevant locations.
