RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Chair to sign Resolution No._____ (Attachment 1) authorizing the Sheriff’s Office to submit the governing body resolution for the Byrne JAG 2020 program, accept grant funds, and sign any documents required for participation in the grant program;

2.                     Approve and authorize the Chair to sign the Certifications and Assurances by the Chief Executive of the Applicant Government (Attachment 2);

3.                     Approve the Supplemental Budget request for budget unit 1100-221910 - Byrne JAG Local 2020 Grant (Attachment 3) (4/5 vote required);

4.                     Authorize the Sheriff, Undersheriff or Deputy Director Sheriff’s Administration to sign all future amendments, terminations, extensions, and documents directly related to the Edward Byrne Memorial JAG Program Local Award 2020 upon review of County Counsel and Risk Management; and

5.                     Direct the Clerk of the Board to return completed and signed copy of the Resolution to the Sheriff’s Office, Attention: Katie Collender for submittal to funding agency.

DISCUSSION:

The Edward Byrne Memorial Justice Assistance Grant (JAG) program was authorized under 34 U.S.C. §§ 10151 - 10158 to provide funding to state and local jurisdictions. Some of the program’s focus areas are: law enforcement, prosecution, indigent defense, courts, crime prevention and education, and corrections and community corrections. This funding is offered through annual solicitations. The Humboldt County Sheriff’s Office (HCSO) has been awarded JAG funding under different programs for many years. The 2018 grant cycle was the first time the Sheriff’s Office applied for and received funding under the Local Solicitation.

 

The Federal Bureau of Investigation (FBI) is implementing the National Incident-Based Reporting System (NIBRS) to improve the quality of crime data collected by law enforcement agencies. It includes information on victims, known offenders, relationships between victims and offenders, arrestees, and property-involved in crimes. NIBRS goes much deeper than current reporting requirements and can provide context and circumstances for crimes, including location, time of day, and whether the incident was cleared. Higher quality reporting will teach analysts a great deal and will allow resources to be deployed more strategically. Starting on January 1, 2021 the FBI is retiring previous reporting options and only collecting NIBRS data sets. This is an exciting change but presents resource challenges. HCSO currently uses the Sun Ridge Systems RIMS public safety agency management software. Through this software, reports are taken, and data is compiled for reporting purposes. Sun Ridge is developing a NIBRS-compliant module at an additional cost.

 

FINANCIAL IMPACT:

The purchase price of the Sunridge Systems’ California version of the National Incident-Based Reporting System (NIBRS) software is $25,000. The Byrne JAG Local 2020 allocation for Humboldt County is $16,697, requiring an additional investment of $8,303.  A supplemental budget is requested in the amount of $16,697.00 for the grant allocation. An appropriation transfer from the Sheriff’s Operations budget unit 1100-221 to 1100-221910 for $8,303 has been submitted to the Office of the Auditor-Controller.  There is no additional general fund request.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Should the Board deny acceptance of Byrne JAG Local 2020 grant funds and supplemental budget, the Sheriff’s Office may choose to pursue other funding options or abandon purchase of this critical software addition.
