RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Grant Agreement # 19-11150 with CDPH for $21,982 for the term of April 15, 2020 to March 31, 2021;
2. Authorize the Director of Public Health, or a designee thereof, to sign four originals of the agreement and required certifications;
3. Authorize the Director of Public Health, or a designee thereof, to sign all future amendments and documents directly related to Grant Agreement # 19-11150 upon review and approval of County Counsel and Risk Management;
4. Direct the Clerk of the Board to return one copy of the certified board report to the Department of Health and Human Services (DHHS) - Contract Unit; and
5. Approve the attached supplemental budget (Attachment 5) and direct the Auditor-Controller to supplement Fund 1175, Budget Unit 437 - CARE NorCAP for Fiscal Year 2020-21 (4/5 vote required).

DISCUSSION:
The County of Humboldt has contracted with CDPH since the late 1980s to provide Ryan White - Part B HIV/AIDS services to Humboldt County via the North Coast AIDS Project (NorCAP). The HIV Care Program supports activities of NorCAP, which resides in the Healthy Communities division of DHHS - Public Health. The primary goal of the program is to assist those living with HIV and to prevent the spread of HIV.
NorCAP’s activities include case management services, which include activities such as lending emotional and practical support for people living with HIV, providing information about HIV, and linking clients to local services; and providing outreach to persons at high risk for contracting HIV and/or hepatitis C.
This agreement will allow NorCAP to provide enhanced services related to COVID-19 and its impacts to high-risk persons with HIV/AIDS.
This agreement is coming to your Board after the effective date due to late receipt from CDPH.
FINANCIAL IMPACT:
Approval of Grant Agreement # 19-11150 will allow DHHS - Public Health to be reimbursed a maximum of $21,982 in fund 1175, Budget Unit 437 - CARE NorCAP for the period of April 15, 2020 to March 31, 2021. The funding amount of $21,982 was not anticipated in the approved Fiscal Year (FY) 2019-20 and FY 2020-21 annual budgets. In FY 2019-20, the funding amount of $2,101 was expended and due to COVID-19 redirection of resources; there were sufficient appropriations. The remaining funding to be expended in FY 2020-21 is $19,881 with the approval of the attached Supplemental Budget (Attachment 5). There is no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may choose not to approve the recommendations; however, it would result in a loss of funds for targeted COVID-19 relief to an at-risk population.
