RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached first amendment to the professional services agreement with Changing Tides Family Services regarding the provision of support services related to the Emergency Child Care Bridge Program for Foster Children for the period of July 1, 2019 through June 30, 2021;

2.                     Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with Changing Tides Family Services dated June 25, 2019, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to route one fully executed original copy of the attached first amendment to the professional services agreement with Changing Tides Family Services to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

On Feb. 20, 2019, the California Department of Social Services (CDSS) issued All County Letter (ACL) 19-18 announcing an optional program available to counties called the Emergency Child Care Bridge Program for Foster Children. The aim of this program is to provide emergency childcare to children who have been placed in out-of-home care with a caregiver that requires temporary emergency childcare in order to maintain placement of the child.

 

Changing Tides Family Services, in collaboration with the Humboldt County Department of Health and Human Services - Child Welfare Services (DHHS - Child Welfare Services), assists eligible families with finding a child care provider for the foster children in their care, securing subsidized placement (if eligible), completing child care program applications and developing a plan for long-term child care appropriate to the child’s age and needs. Without this collaboration, DHHS - Child Welfare Services would be unable to meet the requirements of the Emergency Child Care Bridge Program for Foster Children set forth by ACL 19-18.

 

On Dec. 3, 2019, CDSS issued County Fiscal Letter (CFL) 19/20-52, which set forth each county’s funding allocation for the Emergency Child Care Bridge Program for Foster Children. The County of Humboldt’s allocation, as defined by CFL 19/20-52 and the California Budget Act of 2019, is $563,484. CFL 19/20-52 combined two components of the Emergency Child Care Bridge Program for Foster Children from previous years: Child Care Navigator and Trauma-Informed Care Training.  Since CDSS did not elect to define overall compensation caps of these program components, the attached first amendment to the professional services agreement with Changing Tides Family Services removes the previous program component compensation caps while retaining the overall maximum amount payable under the agreement. As a result, approval of the attached first amendment to the professional services agreement with Changing Tides Family Services allows for greater flexibility for the provision of needed support services related to the Emergency Child Care Bridge Program for Foster Children.

 

Accordingly, DHHS - Child Welfare Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached first amendment to the professional services agreement with Changing Tides Family Services regarding the provision of support services related to the Emergency Child Care Bridge Program for Foster Children for the period of July 1, 2019 through June 30, 2021. Staff also recommends that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with Changing Tides Family Services dated June 25, 2019, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed support services.

 

FINANCIAL IMPACT:

The professional services agreement with Changing Tides Family Services has a maximum amount payable of $563,484 for the period of July 1, 2019 through June 30, 2021. The attached first amendment to the professional services agreement with Changing Tides Family Services will not increase the maximum amount payable thereunder. This is paid out of Budget Units 1160-508 and 1110-518. Funding is provided by Emergency Child Care Bridge Program allocation As a result, approval of the attached first amendment to the professional services agreement with Changing Tides Family Services will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose to not approve the attached first amendment to the professional services agreement with Changing Tides Family Services regarding the provision of support services related to the Emergency Child Care Bridge Program for Foster Children.  However, this alternative is not recommended since it will not allow DHHS - Child Welfare Services to meet the requirements of the Emergency Child Care Bridge Program for Foster Children set forth by ACL 19-18.
