That the Board of Supervisors:
1. Approve by a majority vote the reappointment of the following member to the Headwaters Fund Board (HFB):
a) Elizabeth Cameron for a term of 3 years.

DISCUSSION:
With money gained from the acquisition of the Headwaters Forest Preserve by state and federal governments, the Headwaters Fund invests in projects through grants and loans with the goal of helping the citizens of Humboldt County achieve increased economic opportunity, prosperity, and quality of life. The HFB was established by the Board of Supervisors in 2003 and acts as an
advisory body to your Board with regard to these funds.
At their September 16, 2020 meeting, the HFB voted to recommend Ms. Cameron for a term of 3 years. Ms. Cameron was initially appointed in 2018 for a term of 2 years. HFB members are eligible to serve a total of 8 years. The years are broken down into an initial 2-year term followed by two 3-year terms.
Pursuant to Section 8.b of the HFB Manual, "The HFB shall make recommendations for reappointments to the Board of Supervisors who may then accept or reject the re-appointment by a
majority vote. In the event a recommendation for re-appointment is rejected by the Board of
Supervisors, the seat shall be deemed vacant at the expiration of the term and the selection process
as described in Section 5 shall commence."
New Board members are selected through an application process followed by review by a selection
committee consisting of two members of your Board, the County Administrative Officer (or their designee) and the County Treasurer.
The HFB is recommending that your Board vote to reappoint member Elizabeth Cameron for a 3 year term.
