RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Deallocate 1.0 FTE Economic Development Specialist in bargaining group American Federation of State, County and Municipal Employees (AFSCME) (Class 0640, Range 440) and allocate 1.0 FTE Economic Development Specialist in bargaining group Management & Confidential (M&C) (Class 0634, Range 458) in Economic Development budget unit 1100-275 effective immediately.

DISCUSSION:

The fiscal year (FY) 2020-21 budget for Economic Development (budget unit 1120-275) was approved with personnel allocations which included the allocation of an AFSCME Economic Development Specialist to aid in the support and administration of the county’s Project Trellis and Local Equity (LEP) Program(s).

 

This position will be given responsibilities which are above and beyond that of an AFSCME role which will include, but are not limited to, an increased level of travel throughout the community to meet with industry representatives, attending meetings during non-work hours, and providing direct oversight of committees and workgroups. In addition, the M&C classification meets state expectations of providing leadership over the county’s management of state equity funding and the M&C position was recommended by the state.

 

Accordingly, staff recommend this position be reallocated as a Management & Confidential Economic Development Specialist (Class 0634, Range 458) in Economic Development budget unit 1100-275 effective immediately.

 

FINANCIAL IMPACT:

The salary difference for Step C between Class 640, Range 440 and Class 643, Range 458 is $2.95 per hour, with an overall increase in salaries and benefits for the remainder of FY 2020-21 of $4,954.00. As this position is supported by state funding for the county’s Local Equity Program (LEP) this deallocation and allocation will result in no impact to the General Fund.
