RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and approve the plans and specifications for The Humboldt County Correctional Facility Accessibility Improvement Project, Project Number 2019-102; and

2.                     Authorize the Clerk of the Board to advertise the above-referenced project, pursuant to Section 22037 of the California Public Contract Code, with bids to be open on Oct. 6, 2020.

DISCUSSION:

On Sept. 7, 2016, the county entered a consent decree with the United States Department of Justice (DOJ) that required the commencement of the Humboldt County Americans with Disabilities Act Compliance Project. The purpose of the Humboldt County Americans with Disabilities Act Compliance Project is to bring all county-owned and leased facilities that provide programs, services and activities to the public into compliance with the Americans with Disabilities Act (ADA). After significant progress with Consent Decree access barrier removal, the DOJ opted not extend the Consent Decree and the Consent Decree expired on Mar. 13, 2020. This project illustrates the county’s continued commitment towards access barrier removal in its facilities as well as completing the remaining access barrier removal outlined in the Consent Decree.

 

On Apr. 16, 2019, the County of Humboldt entered into a consultant services agreement with Nichols, Melburg & Rossetto, AIA & Associates, Inc. (NMR) to design ADA improvements in the Humboldt County Correctional Facility.  The construction project will renovate and improve accessibility features for the showers, lavatories, toilets, and handrails in each of the remaining housing units, replacement of the second-floor inmate restroom door and the renovation of one of the staff restrooms on the second floor as well as remediate other miscellaneous access barriers. Staff worked with Public Works, Correctional Staff, and NMR in the review and development of the project’s plans, specifications and timeline.

 

The construction schedule is expected to be 365 calendar days and is anticipated to begin in Nov. 2020. 

 

FINANCIAL IMPACT:

The county has paid approximately $130,580 for design services. The total cost for the Humboldt County Correctional Facility Accessibility Improvement Project is estimated at $3,188,500. However, exact project costs will not be known until the project has bid. It is anticipated that funding will be secured through the 2020 Finance Plan, and a supplemental budget will be needed once the project has bid and actual construction costs are known.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose not to approve the plans and specifications, however, this is not recommended as the Humboldt County Correctional Facility is a facility identified by the United States Department of Justice as having Americans with Disabilities Act barriers that must be removed as part of the consent decree signed by your Board on Sep. 7, 2016.
