RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the Supplemental budgets (attachments 1 and 2) to move the budget allocation for one full-time equivalent Substance Abuse Counselor I/II/Trainee from DHHS-BH fund 1170, budget unit 424 to HCCF fund 1100, budget unit 243 (4/5 vote required).

Humboldt County Community Corrections Partnership (CCP) AB109 Funding

DISCUSSION:
CCP AB109 Funding pays for one full-time Substance Abuse Counselor I/II to provide services to inmates at HCCF. Historically the funding has been allocated to DHHS-BH to manage the position and provide the services. The position has been vacant for almost a year. At the monthly CCP meeting on April 15, 2020, the CCP Committee (which includes Connie Beck, Director of DHHS, Duane Christian, Captain of HCCF, and William Honsal, Sheriff) agreed it would be in the best interest of all parties for the funding and position to be moved from DHHS-BH to HCCF to manage. At the May 5, 2020 Board of Supervisors meeting, the position allocation request was approved so HCCF could take over the recruitment efforts in hopes of having it filled in July 2020. At that time, DHHS-BH had already submitted this position as part of their fiscal year (FY) 2020-21 budget proposal. Making changes to the budget proposals after being submitted to the County Administrative Office was not recommended. Therefore, DHHS-BH and HCCF are coming back to the Board to request supplemental budgets to move the FY 2020-21 budget allocation from DHHS-BH to HCCF now that the Board has approved the FY 2020-21 budget.
