Body
SOURCE OF FUNDING:
Budget Unit 1120 287- Workforce Innovation and Opportunity Act (WIOA) Funds
DISCUSSION:
The HC-WDB is a commission appointed by the Board of Supervisors that is required by WIOA to oversee federal WIOA funds and the workforce system in Humboldt County, the Local Workforce Development Area. The mission of the HC-WDB is to bring together resources to meet employer and employee needs and advance the prosperity of local communities. WIOA requires certain public agencies and labor unions be appointed members of the HC-WDB.
The HC-WDB Executive Committee received and reviewed applications to fill current vacancies on the HC-WDB and recommended appointment of the applicants at the August 14th, 2020 meeting. Carl Hansen was nominated by Humboldt State University and this appointment represents the public sector. Patrick Owen was nominated by Redwood Coast Energy Authority and this appointment represents the public sector. Mark Plubell was nominated by Heat & Frost Insulators - Local 16 and this appointment represents the public sector. Karling Skoglund was nominated by the Humboldt County Office of Education and this appointment represents the public sector. The proposed appointments are in accordance with current HC-WDB Bylaws.
FINANCIAL IMPACT:
There is minimal financial impact to appoint Carl Hansen, Patrick Owen, Mark Plubell, and Karling Skoglund to the HC-WDB. However, HC-WDB serves as an advisory body for WIOA funding and the members who comprise the HC-WDB committee have significant input on funding allocations. The HC-WDB will recommend approximately $3.1 million in funding in fiscal year 2020-2021.
STRATEGIC FRAMEWORK:
This action supports your Board’s Strategic Framework by supporting business, workforce development and creation of private-sector jobs

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may choose not to appoint these individuals and instead direct the HC-WDB to conduct an additional search for applicants. This action is not recommended as these applicants have already been vetted through the appropriate process as directed by the HC-WDB Bylaws.
