RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the grant agreement with the CMSP Governing Board for the period of Oct. 1, 2020 through Dec. 29, 2021;

2.                     Authorize the DHHS - Public Health Director, or a designee thereof, to sign three original and one electronic signature pages of the grant agreement and the Exhibit D: CMSP Governing Board Grantee Data Sheet;

3.                     Authorize the DHHS - Public Health Director, or a designee thereof, to sign future amendments, budget revisions, and documents directly related to this agreement upon review and approval of County Counsel and Risk Management; and 

4.                     Direct the Clerk of the Board to return one copy of the executed Board Agenda Item to the DHHS - Contract Unit for transmittal to DHHS - Public Health.

DISCUSSION:

Humboldt County DHHS - Public Health has been granted an award of $50,000 through an agreement from the CMSP Governing Board for the period of Oct. 1, 2020 through Dec. 29, 2021 to assess the needs and identify strategies to increase access to oral health for adults.

 

DHHS-Public Health has maintained an oral health program on a smaller scale since the early 2000s with limited funding. In 2017, the Oral Health Program was granted over $3.8 million to serve as a Local Dental Pilot Project (LDPP) through the Dental Transformation Initiative via the Department of Health Care Services to implement a pilot program over 4 years to improve oral health for Medi-Cal children by focusing on high-value care and improved access to care. In 2018, the Oral Health Program was allotted $917,089 to function as a Local Oral Health Program through Proposition 56 via the California Department of Public Health. The purpose of these funds is to build capacity at the local level for the facilitation and implementation of oral health education, prevention, linkages to treatment, surveillance, and case management services within the community for children and adults alike.

 

The intent of the agreement before your Board today is to assess the oral health needs of Humboldt County’s local indigent adult population, specifically those ages 18-64, who have complex health or behavioral issues compounded by limited housing, transportation, insurance, and/or recent incarceration, and develop strategies to increase adult access to oral health services. Through this agreement with the CMSP Governing Board, DHHS - Public Health will attempt to understand the adult target population and their dental needs, identify strategies to increase the access to oral health care for adults, and understand the policies and payment structures surrounding oral health and Medi-Cal Dental reimbursement in order to develop an implementation plan with the identified strategies. The Oral Health Program will have the opportunity to apply for a CMSP implementation grant at the end of this grant agreement. A final report that summarizes the work completed during the grant agreement period is due to CMSP by Oct. 15, 2021.

 

FINANCIAL IMPACT:

Approval of this agreement with the CMSP Governing Board will allow DHHS - Public Health to be reimbursed a maximum of $50,000 for the period of Oct. 1, 2020 through Dec. 29, 2021 in Fund 1175, Budget Unit 413 - Dental Health. This grant was anticipated during the budget process for fiscal year (FY) 2020-21. Since the grant cycle spans multiple Fiscal Years spending is anticipated to be $38,753 in FY 2020-21. The remaining $11,247 will been included in the proposed county budget for FY 2021-22. Included in the budgets for FY 2020-21 and FY 2021-22, the 10% in-kind match requirement of $5,021 will be funded by eligible state Prop 56 funding. There is no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may decide not to approve the agreement from the CMSP Governing Board. However, it is not recommended as non-approval of the agreement will cause a loss of revenue for Public Health and limit needed services to the community.
