RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Dimension Reports LLC regarding the provision of reporting services related to behavioral health claims submitted to the California Department of Health Care Services in the amount of $64,800 for the period of Oct. 1, 2020 through Sept. 30, 2023;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Dimension Reports LLC, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with Dimension Reports LLC to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The California Department of Health Care Services (DHCS) utilizes 837 and 835 X12 formatted files to communicate with county entities regarding behavioral claims that are submitted thereto.
On Sept. 19, 2017 (Item C-10), the Board approved the current professional services agreement with Dimension Reports LLC regarding the provision of reporting services related to the 837 and 835 X12 files submitted to, and received by, DHCS and the Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health), which is scheduled to expire on Sept. 30, 2020. DHHS - Behavioral Health continues to require the provision of such reporting services to ensure that behavioral health services provided to Medi-Cal recipients residing in Humboldt County can continue to be claimed, processed and paid.
Accordingly, DHHS - Behavioral Health recommends that your Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Dimension Reports LLC regarding the provision of reporting services related to behavioral health claims submitted to DHCS for the period of Oct. 1, 2020 through Sept. 30, 2023. Staff also recommends that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Dimension Reports LLC, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed reporting services.
FINANCIAL IMPACT:
The attached professional services agreement with Dimension Reports LLC has a maximum amount payable of $64,800 for the period of Oct. 1, 2020 through Sept. 30, 2023. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Dimension Reports LLC in its entirety.
Expenditure appropriations related to the attached professional services agreement with Dimension Reports LLC have been included in the approved fiscal year 2020-2021 budget for DHHS - Behavioral Health Administration budget unit 1170-424. Funding for the attached professional services agreement with Dimension Reports LLC is available through Medi-Cal federal financial participation and state realignment revenues received by DHHS - Behavioral Health. As a result, approval of the attached professional services agreement with Dimension Reports LLC will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by managing county resources to ensure sustainability of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached professional services agreement with Dimension Reports LLC regarding the provision of reporting services related to behavioral health claims submitted to DHCS. However, this alternative is not recommended since DHHS - Behavioral Health continues to require the provision of such reporting services in order to ensure that behavioral health services provided thereby can be claimed, processed and paid.
