RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Direct the Registrar of Voters to conduct a special election for City of Fortuna;
2. Consolidate this election with the Presidential General Election to be held on November 3, 2020;
3. Direct City of Fortuna to reimburse the County of Humboldt for costs incurred pursuant to Resolution No. 2020-26; and
4. Request the Clerk of the Board forward the signed Board Order and copy of Resolution No. 2020-26 to the Humboldt County Office of Elections.

DISCUSSION:
On July 6, 2020, the City of Fortuna passed Resolution No. 2020-26 which orders a special election relating to a tax measure, in the amount of $1.4 million and subject to approval of two-thirds of the votes cast by the qualified electorate. Further, Resolution No. 2020-26 requests the Humboldt County Board of Supervisors consolidate the special election with the Presidential General Election to be held on November 3, 2020, directs county election officials to conduct the necessary election, and states that City of Fortuna agrees to reimburse the county for all costs associated with the special election.

The question to be submitted to the voters shall read:

"Shall the measure to extend the current 3/4? transaction and use tax for an additional 8 years beyond the March 31, 2025 expiration date to provide approximately $1,400,000 annually to fund, maintain and improve essential services, including police services; nuisance abatement; streets, sidewalks, and drainage; parks maintenance; and programs for youth and seniors; and requiring independent annual financial audits and a community oversight committee, with all funds remaining in Fortuna, be adopted?"
