DISCUSSION:

At the meeting on July 7, 2020 the Board of Supervisors tentatively approved the language of the ballot measure pursuant to Article XXXIV of the state constitution and directed staff to return with a resolution containing the ballot measure language, consolidating it with the November 3, 2020 General Election and submitting the ballot measure to qualified electors.  Attachment 1 contains the resolution as directed by the Board. Approval of this resolution is the last step for the Board to place the measure on the November ballot.  Given the favorable polling results of likely voters presented at the July 7, 2020 meeting, staff recommends the Board approve the resolution.

FINANCIAL IMPACT:

The salary funding for this work is included is in the General Fund contribution to the Long-Range Planning unit, 1100-282. The cost of placing the measure on the ballot is estimated to be $77,800, which includes the polling done in June by the firm FM3.
