RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Williams Creek Emergency Streambank Repair Project;
2. Award the attached project agreement to Mobley Construction for the total amount of Three Hundred Twenty-One Thousand Five Hundred Seventy-Four Dollars ($321,574); and
3. Authorize the Chair of the Board to execute the attached project agreement with Mobley Construction upon submittal of the appropriate bonds and insurance.

DISCUSSION:
On June 9, 2020, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Williams Creek Emergency Streambank Repair Project for bids. On July 7, 2020, the County of Humboldt received a total of six (6) bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works (“Public Works”) recommends that the Board of Supervisors receive and file the bid proposals submitted for the Williams Creek Emergency Streambank Repair Project. It is also recommended that the attached project agreement be awarded to Mobley Construction for the total amount of Three Hundred Twenty-One Thousand Five Hundred Seventy-Four Dollars ($321,574), and that the Chair of the Board be authorized to execute the attached project agreement with Mobley Construction upon submittal of the appropriate bonds and insurance.
FINANCIAL IMPACT:
Construction of the Williams Creek Emergency Streambank Repair Project is being funded by the United States Department of Agriculture - Natural Resources Conservation Service (“NRCS”), California Governor’s Office of Emergency Services (“Cal OES”) and the Humboldt County Road Fund. The total project cost is estimated at Three Hundred Eighty-Nine Thousand One Hundred and Four Dollars ($389,104), which includes Thirty-Two Thousand One Hundred Fifty-Seven Dollars ($32,157) for construction contingencies and Thirty-Five Thousand Three Hundred Seventy-Three Dollars ($35,373) for construction administration. Currently the approved funding contributions from NRCS and Cal OES do not account for construction contingencies. Public Works intends to request a funding adjustment to account for construction contingencies. The Humboldt County Road Fund would be responsible for up to Seventy-One Thousand Five Hundred Ninety-Three Dollars ($71,593) of the total costs associated with the Williams Creek Emergency Streambank Repair Project, if the full contingencies are required and not reimbursed by NRCS and Cal OES.
Approximately Seventy-Six Thousand Five Hundred Dollars ($76,500) have been expended to date for the design and permitting of the Williams Creek Emergency Streambank Repair Project. These
expenditures have been funded by the Humboldt County General Fund (1100-251).
Expenditure appropriations related to completion of the Williams Creek Emergency Streambank Repair Project are included in the approved fiscal year 2020-2021 budget in fund 1100 budget unit 251 - Water Management and in Road Fund 1200 budget unit 331 - Roads-Natural Resources in line 2118 - Professional & Special Service.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the project agreement for the Williams Creek Emergency Streambank Repair Project. However, this alternative is not recommended because the project will reduce significant flood risks using funds that would not otherwise be available to the County of Humboldt.
