RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the Agreement between County of Humboldt and Alcohol and Drug Care Services (ADCS) for residential drug and alcohol treatment and residential drug and alcohol detoxification services in an amount not to exceed $250,000;
2. Approve the Agreement between County of Humboldt and Humboldt Recovery Center (HRC) for residential drug and alcohol treatment, residential drug and alcohol detoxification and transitional housing for recent program graduates in an amount not to exceed $500,000;
3. Approve the Agreement between County of Humboldt and North Coast Substance Abuse Council (NCSAC) for residential drug and alcohol treatment and residential drug and alcohol detoxification services in an amount not to exceed $300,000; and
4. Direct the Clerk of the Board to return one executed original agreement for each of the three Substance Use Disorder (SUD) providers to the Probation Department, attention: Ellisha Hardison, Legal Office Business Manager.

DISCUSSION:
Each year, slightly more than 10% of adult felony offenders on supervised probation are placed in a residential substance use disorder program. More than half of these offenders have been assessed as posing a high level of risk for reoffending. Offenders who pose a moderate level of risk and a smaller number of offenders who pose a low level of risk for reoffending are also placed in residential treatment each year.
