RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Direct the Registrar of Voters to conduct the general municipal election and special elections for the City of Arcata;

2.                     Consolidate these elections with the Presidential General Election to be held on November 3, 2020;

3.                     Direct City of Arcata to reimburse the County of Humboldt for costs incurred; and

4.                     Request the Clerk of the Board forward the signed Board Order and copy of City of Arcata Resolution No. 190-68, Resolution No. 190-73, and Resolution No. 190-76 to the Humboldt County Office of Elections.

DISCUSSION:

On June 17, 2020, the Arcata City Council passed Resolution No. 190-68, Resolution No. 190-73, and Resolution No. 190-76 for the purpose of electing certain officers and for the purpose of submitting to the electors two measures: the first relating to a special tax and the second relating to an initiative. The City of Arcata is requesting consolidation with the Presidential General Election to be held on November 3, 2020, pursuant to Elections Code, Section 10403 and agrees to reimburse the County of Humboldt for all costs associated with the consolidated election.

 

Pursuant to Resolution No. 190-68 and Resolution No. 190-76, the first question to be submitted to the voters shall read:

 

“To protect and preserve natural open space areas for future generations by: improving and maintaining parks, open spaces and trails; protecting land around creeks, rivers and streams to prevent pollution and improve water quality; protecting redwood forests, wildlife habitat, working lands, scenic hillsides, and agricultural land; expanding public access and trail systems; shall the City of Arcata levy a special tax of $37 annually per parcel providing approximately $175,000 annually until ended by voters, with citizen oversight and all funds benefitting local open space, as set forth in City Council Resolution No. 190-68?”

 

Pursuant to Resolution No. 190-73 and Resolution 190-76, the second question to be submitted to the voters shall read:

 

“Shall private and public entities be authorized to develop, construct, or acquire up to 7.5% of the total number of housing units in the City of Arcata for elderly, disabled and alter-abled, and low-income households, pursuant to Article XXXIV of the California Constitution? An affirmative vote on this measure has no fiscal impact, nor does it grant approval for any specific project. If approved, this measure would rescind and replace the 1992 Measure L, which authorized a limit of 5%.”

 

FINANCIAL IMPACT:

Election consolidation will ultimately not impact the General Fund. All funds advanced by the General Fund will be fully reimbursed by the City of Arcata.

This action supports your Board’s Strategic Framework by providing community-appropriate levels of service and building interjurisdictional and regional cooperation.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your board could choose not to approve election consolidation with the Presidential General Election. This is not recommended as this request is compliant with Elections Code, Section 10403. Additionally, not consolidating election would require the Office of Elections to conduct multiple elections simultaneously, increasing costs to both the county and City of Arcata.
