RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Chair of the Board of Supervisors to sign two (2) copies of the contract between the County of Humboldt and Humboldt County Office of Education (HCOE) relating to the Workforce Innovation and Opportunity Act Slingshot funds with an effective date of July 1, 2020; and

2.                     Direct the Clerk of the Board to return all executed copies of the attached contracts to the Executive Director of the Humboldt County Workforce Development Board.

DISCUSSION:

The County’s Economic Development Division - Workforce Development Board was awarded an eighteen-month grant from the California Workforce Development Board to build and expand upon the youth apprenticeship workforce initiative that the Humboldt County Workforce Development Board (HC-WDB) and the Humboldt County Office of Education (HCOE) implemented in 2018. Apprenticeship programs for youth between the ages of 16-24 combine academic and technical classroom instruction with work experience. They provide the foundation for youth to choose among multiple pathways-to enroll in college, begin full-time employment, or a combination. The Governor has made apprenticeship models a priority, and recent legislation is aligned with these efforts. The next step is to foster effective collaboration between education and industry.  HCOE will retain the services of a qualified professional to serve as the managing entity of the SlingShot 3.0 North Coast Workforce Pipeline project.

 

The SlingShot projects seek to seed collaborative efforts by employers and industry, workforce and economic development, and education stakeholders within a region to identify and then work to solve employment challenges that slow California’s economic engine-with regionally selected solutions to regionally defined problems. Within SlingShot are five dimensions:

1)                     California is a collection of distinct regional economies; aligning our work at that level will be most effective.

2)                     Systems must accelerate education, employment, and economic development for those Californians in danger of being left out of our state’s prosperity.

3)                     California’s regions face no shortage of vexing workforce challenges. SlingShot offers an opportunity to take on tough issues that if solved would meaningfully move the needle on employment.

4)                      All strategies need to be grounded in effective use of data and metrics.

5)                     In an era of perpetual economic volatility, traditional programs don’t solve tough workforce challenges. SlingShot encourages regional partnerships to prototype new ideas, based on strong research and development, without fear of “failure” if the effort falls short of expectations. For every impactful practice that emerges, there will be others that are tried and then dropped for lack of sufficient impact.

 

The North Coast Workforce Pipeline is the third SlingShot grant awarded to the Humboldt County Workforce Development Board through the California State Workforce Development Board. SlingShot 1.0 focused on healthcare and worked to align industry and education to improve career pathways, training programs and develop a healthcare pipeline to fill local healthcare jobs. It included the Health Career Exploratory Summer Institute (HESI) for high school students, and the Registered Nurse (RN) to Bachelor of Science in Nursing (BSN) program in collaboration with College of the Redwoods (CR) and Humboldt State University. SlingShot 2.0 scaled the SlingShot 1.0 healthcare program, expanding it to include dental and oral health. This project funded a Regional Healthcare Liaison at HCOE to promote careers in dental and oral health care, and created an Oral-Dental Health-Career Exploration Summer Institute (OHESI) for high school students. SlingShot 3.0 will help to foster effective collaboration between education and industry. This project funds a Regional Healthcare Pathway Teacher, an Education@Work Community Outreach Coordinator and a Regional Trade Liaison. Building a youth-based apprenticeship system requires industry and education champions, leaders and implementors across levels and sectors. The business community will require an onboarding process provided by HCOE. Points of flexibility within the education system that can support student training will be clearly articulated. Philanthropic exploration will be ongoing to support these efforts. Education policies to allow students to spend meaningful time in the workplace while accumulating credits will be developed. Students will benefit by being guided through career exploration and work experience, while building invaluable social capital.

 

The request being made is for the Board to approve this contract with a backdate of July 1,2020. This contract comes before your Board after the effective date due to the length of time required to negotiate contract terms.

 

FINANCIAL IMPACT:

These funds are made available through a grant provided by the California Workforce Development Board.  Providing these funds to HCOE will have no impact on the General Fund. The overall grant award is Three Hundred Twenty-Five Thousand ($325,000) Dollars with 10% allocated towards Humboldt County Administrative costs. The total amount of this contract is not to exceed One Hundred Twenty-Five Thousand ($125,000) Dollars.  In no event shall the maximum amount paid under Fiscal Year (FY) 2020-21 exceed One Hundred Twenty Thousand ($120,000) Dollars.  For FY 2021-22, funds expended under this Agreement shall not exceed Five Thousand ($5,000) Dollars.  Workforce Development Board Staff Salary and Benefits, operating expenses, professional development training and travel for workforce staff and partners total One Hundred Sixty-Seven Thousand Five Hundred ($167,500) Dollars. These funds have been included in Budget Unit 1120-287-151 FY 2020-21 budget.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your board could choose to not approve this contract. This alternative is not recommended because the strategies, actions and outcomes have been determined by industry and are included in the budget submitted to the state.
