RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the work of Danco Builders Northwest as substantially complete for the Airport Rescue and Fire Fighting Facility Building Project;

2.                     Authorize the Public Works Director to file the Notice of Completion for the project as required; and

3.                     Approve the Public Works Director’s executed Change Order Numbers 1.0 - 7.0 for a $427,213 cost increase and a time extension of 346 calendar days for the Airport Rescue and Fire Fighting Facility Building Construction (4/5 vote required).

DISCUSSION:

The above-referenced Airport Rescue and Fire Fighting Facility Building Project includes 8,910 square feet of new building to accommodate the airport’s firefighter staff, vehicle bays to support a class IV, 1500-gallon striker vehicle as well as other emergency response vehicles and equipment.

 

On Oct. 17, 2017, the Board of Supervisors authorized the Airport Rescue and Fire Fighting Facility Building Project award to Danco Builders Northwest as the general construction contractor.

 

Danco Builders Northwest has substantially completed their contract obligations (i.e., the project can safely be used for its intended use) and therefore the project can be accepted as substantially complete in accordance with the contract documents.  The Board of Supervisors must accept the project prior to filing final acceptance.  After the Board’s acceptance, the required Notice of Completion can be filed with the County Recorder and the mandatory 35-day lien period can begin.  Following completion of the lien period, the county can release or reduce the payment retention provided that no Stop Notices have been filed and any remaining contract work is complete.

 

Public Works recommends that the Board accept the work of Danco Builders Northwest as substantially complete and authorize the Public Works Director to file the associated Notice of Completion.

 

Changes during construction are monitored and reviewed by the Federal Aviation Administration. Seven (7) change orders were approved by Federal Aviation Administration (FAA) prior to processing through Public Works. The total value of the approved change orders is $427,213 cost increase and a time extension of 346 calendar days. As a result of the Federal Aviation Administration Airport Improvement Program grant, the county’s match obligation is 9.34% with a net cost to the county at $39,902.

 

FINANCIAL IMPACT:

The Federal Aviation Administration Airport Improvement Program grant will provide the majority of funding for the Airport Rescue and Fire Fighting Facility Building Project.  The County will provide a balancing percentage of matching funds that will be financed and repaid through future Passenger Facility Charges.  The cost sharing distributions are as follows:
