DISCUSSION:
The Humboldt County Fair Association is applying to the California Department of Food and Agriculture for grant funding for an asbestos removal project in its Arts Building and has asked the county for a letter of support.

The project is the removal and replacement of the existing 4,000 square feet of floor tile in the Art Building located at the Humboldt County Fairgrounds. The Art Building consists of 3 rooms that consist of two rooms on each side and a small 15x15-foot lobby area located between the two rooms. The main room is approximately 30x85 feet and the other room is approximately 35x35 feet.

The existing floor tiles were installed over 50 years ago and is currently failing. The floor tile and mastic (adhesive used to secure the floor tile to the subfloor) contain asbestos based on test results that have been sent to the California Construction Authority. As the mastic fails, the asbestos materials in the floor tile and mastic is exposed. The Fair Association is requesting grant funds for the removal of the existing floor, abatement of the asbestos, and installation of new flooring. At this time, there is no scheduling restrictions for the proposed project.

The Humboldt County Fairgrounds are owned by the county and serve as an emergency service site in the event of a natural disaster. More often, the Art Building is used for events hosted by the Humboldt County Office of Emergency Services, 4-H and Future Farmers of America youth meetings, and other community events. This project will benefit emergency services and members of the community if funded.
