RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Introduce the attached ordinance by title and waive the first reading;

2.                     Set the attached ordinance for adoption on June 2, 2020 or at least one (1) week away from the date of the Board of Supervisors meeting at which the ordinance is first introduced;

3.                     Direct the Clerk of the Board of Supervisors to publish the pre-adoption summary of the attached ordinance and to post a certified copy of the full text of the ordinance in the office of the Clerk of the Board of Supervisors at least five (5) days prior to the Board of Supervisors meeting at which the ordinance will be adopted [California Government Code Section 25124(b)(1)];

4.                     Direct the Clerk of the Board of Supervisors, within fifteen (15) days after adoption of the attached ordinance, to publish a post-adoption summary of the ordinance with the names of the Supervisors voting for and against the ordinance, and to post in the office of the Clerk of the Board of Supervisors a certified copy of the full text of the adopted ordinance and amendments along with the names of those Supervisors voting for and against the ordinance [California Government Code Section 25124(b)(1)]; and

5.                     Direct Public Works staff to file the attached CEQA Determination Form stating that the proposed action is exempt from environmental review with the Humboldt County Clerk in accordance with the California Environmental Quality Act. (Attachment 5)

STOP SIGNS:

The attached ordinance designates stop signs at the following locations in the Eureka, Shelter Cove, Redway and Garberville areas. These are existing stop signs that are not currently listed in County Code.

PARKING

The attached ordinance designates parking restrictions on F Street at the intersection of F Street and Oak Street in order to improve sight visibility at the intersection. Parking restrictions are also proposed on Oak Street at the intersection of F Street and Oak Street to improve the performance of the right turn pocket for west bound Oak Street traffic. Currently, this intersection is a two-way stop with traffic on the Oak Street approaches being stopped.

Using the criteria in the California Manual of Uniform Traffic Control Devices, Public Works evaluated the intersection for installing an all-way stop. At this time, the intersection does not meet criteria established in the manual to install an all-way stop. Public Works evaluated the sight visibility at the intersection and determined that it could be improved by increasing the length of the no parking zones on F Street. Public Works sent letters to the fronting landowners who would be affected by the proposed no parking zones. Public Works received 8 responses: 1 in favor and 7 opposed. (Attachment 4) While there is opposition to the proposed parking restrictions, Public Works supports the parking restrictions as it improves sight visibility at the intersection.

In the future, when a traffic signal is installed at this intersection, or when an all-way stop is installed, the parking restrictions along F Street at the intersection can then be reduced to what is necessary for a traffic signal or all-way stop.

The recommended action is exempt under the California Environmental Quality Act because it is a Class 1 project to maintain an existing public roadway facility, and a Class 5 project consisting of minor alterations in land use limitations. The ordinance amendment is directly related to the need for public safety and it will not result in significant impacts to the environment.

 

FINANCIAL IMPACT:

Adoption of the attached ordinance will require the installation of signing and striping in the relevant locations. The estimated cost of this work is Three Thousand Dollars ($3,000.00), which is covered by the Road Fund. As a result, adoption of the attached ordinance will not impact the Humboldt County General Fund.

The Board may choose not to adopt the attached ordinance.

 

After considering public comment, the Board may decide to modify the limits of the proposed no parking zones.
