RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Review the attached membership applications for Madison Flynn (Attachment 1) and Jennifer Budwig (Attachment 2); and
2. Appoint Madison Flynn and Jennifer Budwig to the WDB for a 2-year term effective immediately and pursuant to WDB By-Laws.

DISCUSSION:
The WDB is a commission appointed by the Board of Supervisors that is required by the WIOA to oversee said funds and the workforce system in Humboldt County, the Local Workforce Development Area. The mission of the WDB is to bring together resources to meet employer and employee needs and advance the prosperity of local communities. WIOA requires certain public agencies and labor unions be appointed members of the WDB. Per the federal legislation, the WDB membership must be comprised of 51% private sector representatives.

The WDB Executive Committee received and reviewed applications to fill two current vacancies and recommended appointment of the applicants at the May 8, 2020 meeting. Madison Flynn was nominated by the Native American Employment Development Board and Jennifer Budwig is representing Redwood Capital Bank. The proposed appointments are in accordance with current WDB By-Laws.

FINANCIAL IMPACT:
There is minimal financial impact to appoint Madison Flynn and Jennifer Budwig to the WDB. However, WDB serves as an advisory body for WIOA funding and the members who comprise the WDB committee have significant input on funding allocations. The HC-WDB will recommend approximately $3.08 million in funding in fiscal year 2020-2021.
