RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached reporting service subscription agreement with the National Council on Crime and Delinquency regarding the provision of internet access to the SafeMeasures reporting tool for the period of July 1, 2020 through June 30, 2022, with an optional 2-year extension covering the period of July 1, 2022 through June 30, 2024;
2. Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached reporting service subscription agreement with the National Council on Crime and Delinquency, after review and approval by County Counsel, Risk Management and the County Administrative Office;
3. Direct the clerk of the Board to return one fully executed original copy of the attached reporting service subscription agreement with the National Council on Crime and Delinquency to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The National Council on Crime and Delinquency’s (NCCD) Children’s Research Center works to improve child safety, permanency and well-being by collaborating with state and local agencies to implement risk-based decision-support systems for child protection. NCCD helps child-serving agencies improve direct practice and organizational operations using models that integrate evidence-based assessments, family-centered engagement strategies and implementation science.
NCCD’s SafeMeasures reporting tool allows social workers to remain informed on necessary actions required in their workload. It also gives social workers access to data necessary to evaluate their performance on key measures. State and federal outcome measures are accessible through the SafeMeasures dashboard. The attached reporting service subscription agreement with NCCD will allow the Humboldt County Department of Health and Human Services - Child Welfare Services (DHHS - Child Welfare Services) to access the SafeMeasures reporting tool via the internet for the period of July 1, 2020 through June 30, 2022.
Accordingly, staff recommends that the Board approve, and authorize the Chair of the Board to execute, the attached reporting service subscription agreement with NCCD regarding the provision of internet access to the SafeMeasures reporting tool for the period of July 1, 2020 through June 30, 2022, with an optional 2-year extension covering the period of July 1, 2022 through June 30, 2024. Staff also recommends that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached reporting service subscription agreement with NCCD, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in accessing the SafeMeasures reporting tool.
FINANCIAL IMPACT:
The attached reporting service subscription agreement with NCCD has a maximum amount payable of $25,179 for the period of July 1, 2020 through June 30, 2022, with an optional 2-year extension covering the period of July 1, 2022 through June 30, 2024 for an additional cost of approximately $25,179. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached reporting service subscription agreement with NCCD in its entirety.
Expenditure appropriations related to the attached reporting service subscription agreement with NCCD have been included in the proposed fiscal year 2020-2021 budget for DHHS - Social Services budget unit 1160-508. Additional funding in the amount of approximately $25,179 will be held for the optional 2-year extension period of July 1, 2022 through June 30, 2024. Funding for attached reporting service subscription agreement with NCCD is available through state realignment revenues received by DHHS - Child Welfare Services. As a result, approval of the attached reporting service subscription agreement with NCCD will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached reporting service subscription agreement with NCCD regarding the provision of internet access to the SafeMeasures reporting tool. However, this alternative is not recommended since it will not allow DHHS - Child Welfare Services to meet the requirements set forth by the Attorney General of the State of California.
