Recommendation
That the Board of Supervisors:
1. Approve an appropriation transfer request establishing a fixed asset line in FY 2019-20 Budget Unit 1100-221931 - Domestic Cannabis Eradication/Suppression Program (DCESP) for purchase of a night vision goggles (Attachment 1).

DISCUSSION:
The Marijuana Enforcement Team (MET) does not have night vision googles and has had to borrow them from the National Guard during missions. Night vision goggles will enhance MET's ability to continue night surveillance operations. These operations include flyovers during which they locate parcels illegally using high-powered lights at night. These growers illegally produce light pollution that damages the cycles of nocturnal animals. They are also used to plant trail cameras and tracking devices. Night vision goggles are key to officer safety, using the cover of darkness to carry out objectives. They will allow team members to see each other without light, reducing the risk of friendly fire when infiltrating trespass grows funded by drug trafficking organizations. This purchase has been approved by the Drug Enforcement Administration using DCESP funding.
FINANCIAL IMPACT:
This purchase will be made with DCESP grant funds. The cost of 8 night vision goggles with essential accessories is $103,847. There is no match or additional general fund requested. The purchase meets the fixed asset threshold and therefore an appropriation transfer to establish the fixed asset is requested (Attachment 1).
