RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adjourn as the Humboldt County Board of Supervisors;
2. Convene as the Governing Board of the Humboldt County Airport Land Use Commission and consider the following agenda:
a. Public comment on items not on the Airport Land Use Commission Agenda.
b. Receive a status report from Chris Jones with Environmental Science Associates (ESA) on the update of the Airport Land Use Compatibility Plan for Humboldt County Airports
c. Public comment;
3. Adjourn as the Governing Board of the Humboldt County Airport Land Use Commission; and
4. Reconvene as the Humboldt County Board of Supervisors.

DISCUSSION:
On Mar. 28, 2017, the Governing Board of the Humboldt County Airports Lands Use Commission (ALUC) adopted Resolution 17-30 recommending commencement of a work plan and an application for grant funding for the preparation of an update to the Airport Land Use Compatibility Plan (ALUCP). The Board of Supervisors adopted Resolution 17-31 authorizing filing the grant application to update the ALUCP and authorizing the Director of Public Works to issue a Request For Proposal (RFP) to update the ALUCP. (03/28/2017, Item I-3). In response to the RFP, on May 8, 2018, the Board of Supervisors approved a consultant services agreement with Environmental Science Associates (ESA) to update the ALUCP (05/03/2018, Item C-23)
ESA has coordinated with county staff, partner airport owners, and the California Department of Transportation (Caltrans) to develop an updated ALUCP. The draft ALUCP is nearing completion and is anticipated to be ready for public review and comment in June 2020. In anticipation of the release of the public draft, ESA will brief both the ALUC and the Airport Advisory Committee on the status of the update of the ALUCP through this agenda item.
Next steps:
1. County to release the draft ALUCP for a 30-day public comment period.
2. ESA to review comments, edit draft ALUCP if necessary, and prepare technical analysis identifying potential effects of the draft ALUCP and a California Environmental Quality Act (CEQA) Initial Study.
3. Following completion of the Initial Study, both the CEQA document and updated draft ALUCP will be released for 30-day public comment period.
4. ALUC to consider approval of the CEQA document and adoption of the updated ALUCP.
FINANCIAL IMPACT:
The project has an overall cost of $277,778 with the FAA grant covering $250,000 and the county being responsible for $27,778. Of the county match, the City of Eureka and Shelter Cove Resort Improvement District each will contribute $5,209. This lowered the county's responsibility to $17,360. There is no impact to the General Fund.
