RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Ratify the Director of Public Works to sign Contract Change Order Number 1-S1 for the total amount of $23,060;

2.                     Ratify the Director of Public Works to sign Contract Change Order Number 2 for the total amount of $55,643.75;

3.                     Accept the completed contract, including all change orders approved by the Public Works Department, between Wahlund Construction, Inc., and Humboldt County for construction of Storm Damage Repair to Stanford Drive (3J200) at Post Mile 0.08; and

4.                     Approve the final claim for payment in the amount of $78,703.75, which will bring the total amount paid to 100% of the contract.

DISCUSSION:

On Feb. 14, 2017, the Federal Emergency Management Agency (FEMA) declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Sediment and debris blocked the culvert located at Stanford Drive, Post Mile 0.08, significantly reducing its ability to convey storm water flows.

 

On Jan. 4, 2018, the Department of Public Works (Public Works) received funding approval from FEMA to proceed with the Stanford Drive Storm Damage Repair Project.  Public Works subsequently prepared plans and specifications for the project based on a topographic survey of the damaged area that was prepared by Points West Surveying.  The work consisted of clearing and grubbing within the project footprint, installing a temporary stream diversion, removing the existing 36-inch corrugated metal pipe culvert, installing a 72-inch reinforced concrete pipe culvert, placing rock slope protection at the culvert inlet and outlet, reconstructing the roadway with aggregate base and hot mix asphalt, and placing sediment and erosion control measures.

 

On Mar. 19, 2019, the Board of Supervisors authorized the Clerk of the Board to advertise the Stanford Drive Storm Damage Repair Project for bids. On Apr. 16, 2019, the county received twelve (12) bids for the project. The project agreement was awarded to Wahlund Construction, Inc., the lowest responsible bidder, on May 14, 2019. The award amount was $246,345, and contract change orders executed during the project increased the authorized contract amount by $103,655.

 

Public Works recommends that the Board of Supervisors ratify the Director of Public Works to sign the contract change orders, accept the completed contract including all change orders approved by Public Works for this project, and approve the final claim for payment.

 

FINANCIAL IMPACT:

Total construction costs for this project are $350,000. Progress payments totaling $271,296.25 have been paid, and the final claim for payment in the amount of $78,703.75 is outstanding. This project is funded through Federal Emergency Management Agency Disaster Funds (75%), California Office of Emergency Services (18.75%), and the Humboldt County Road Fund (6.25%).

 

Expenditure appropriations relating to construction of the Stanford Drive Storm Damage Repair Project were included in the Fiscal Year 2019-2020 Road Fund Budget. As a result, completion of the Stanford Drive Storm Damage Repair Project will not impact the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to accept the project. However, staff does not recommend this alternative because the project has been completed, and the requested actions are needed to accept the contract.
