RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Ratify the Director of Public Works to sign Contract Change Order Number 1-S1 for the total amount of $23,060;
2. Ratify the Director of Public Works to sign Contract Change Order Number 2 for the total amount of $55,643.75;
3. Accept the completed contract, including all change orders approved by the Public Works Department, between Wahlund Construction, Inc., and Humboldt County for construction of Storm Damage Repair to Stanford Drive (3J200) at Post Mile 0.08; and
4. Approve the final claim for payment in the amount of $78,703.75, which will bring the total amount paid to 100% of the contract.

DISCUSSION:
On Feb. 14, 2017, the Federal Emergency Management Agency (FEMA) declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Sediment and debris blocked the culvert located at Stanford Drive, Post Mile 0.08, significantly reducing its ability to convey storm water flows.
On Jan. 4, 2018, the Department of Public Works (Public Works) received funding approval from FEMA to proceed with the Stanford Drive Storm Damage Repair Project. Public Works subsequently prepared plans and specifications for the project based on a topographic survey of the damaged area that was prepared by Points West Surveying.
