RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Discuss a timeline for opening of all county departments; and

2.                     Send a letter to Governor Newsom requesting the removal of the statewide SIP to allow local jurisdictions, following public health benchmark standards to open up their SIP orders and make their own cautious decision on how to reactivate businesses that are struggling economically.

DISCUSSION:

The Covid-19 Pandemic and its impacts on both the health and economic wellbeing of our citizens, is unprecedented, and something none of us have ever experienced before.  That being said, as discussions at the federal and state level move towards opening of businesses (in a phased approach) and easing of shelter-in-place orders throughout the country, the Board of Supervisors will be discussing timeframes for opening county departments in the context of this global pandemic.

While all counties are extremely concerned about Covid-19 and the health and economic impacts on our citizens, not all counties are being impacted the same by Covid-19.  A California-wide approach in dealing with the pandemic is difficult in that what will work in Humboldt County is different than what will work in Los Angeles County.

The Board is requesting that the governor lift the statewide SIP order, give counties public health benchmark standards, and allow counties to move forward, following those standards, and make decisions about how best to navigate the reactivation of our local economy while still ensuring the protection of our vulnerable populations.
