RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Public Works Director, or a designee thereof, to execute, the attached Local Bridge Seismic Retrofit Program project delivery agreement regarding the seismic retrofit/replacement of the Honeydew Bridge (04C0055) on Mattole Road.

DISCUSSION:
The Highway Safety, Traffic Reduction, Air Quality and Port Security Bond Act of 2006, approved by the voters as Proposition 1B on Nov. 7, 2006, authorized One Hundred Twenty-Five Million Dollars ($125,000,000) of state general obligation bonds for the Local Bridge Seismic Retrofit ("LBSR") Program. The funds are available to the California Transportation Commission ("CTC"), upon appropriation by the Legislature, to provide the 11.5% required match for Federal Highway Bridge Program funds available to the state for seismic work on local bridges, ramps and overpasses as identified by the California Department of Transportation ("Caltrans").

The LBSR Program guidelines were amended in Oct. 2019 to incorporate new project delivery requirements and policy, identify CTC policies for the use of LBSR Program funds and provide guidance to Caltrans, the Highway Bridge Program Advisory Committee and local agencies in carrying out their respective responsibilities.
