On Mar. 3, 2020, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Bair Road (6L300) Post Miles 0.50, 1.30, 3.00, 4.10 and Stover Road (6M100) Post Mile 5.47 Storm Damage Repair Project for bids.  On April 7, 2020, the County of Humboldt received nine (9) bids for the project, which are attached hereto as Attachment 1.

FINANCIAL IMPACT:

The Bair Road (6L300) Post Miles 0.50, 1.30, 3.00, 4.10 and Stover Road (6M100) Post Mile 5.47 Storm Damage Repair Project is being funded by Federal Emergency Management Agency Disaster Funds (75%), California Governor’s Office of Emergency Services funding (18.75%) and the Humboldt County Road Fund (6.25%).  The engineer’s cost estimate for the project was Six Hundred Fifty-Six Thousand Five Hundred Thirty Dollars ($656,530.00).  The total project cost is estimated at Five Hundred Seventy-Three Thousand Dollars ($573,000.00).  The Humboldt County Road Fund will be responsible for Thirty-Five Thousand Eight Hundred Twelve Dollars and Fifty Cents ($35,812.50) of the total costs associated with the Bair Road (6L300) Post Miles 0.50, 1.30, 3.00, 4.10 and Stover Road (6M100) Post Mile 5.47 Storm Damage Repair Project.

STRATEGIC FRAMEWORK:

OTHER AGENCY INVOLVEMENT:

Federal Emergency Management Agency and California Governor’s Office of Emergency Services

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors may choose not to award the Bair Road (6L300) Post Miles 0.50, 1.30, 3.00, 4.10 and Stover Road (6M100) Post Mile 5.47 Storm Damage Repair Project to GR Wilcox Enterprises, Inc.  However, this alternative is not recommended because the project will restore the roadway failures to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
