RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project; and

2.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, May 26, 2020 at 2:00 p.m.

DISCUSSION:

On Mar. 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides.  Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29, in the Honeydew area of southern Humboldt County, experienced roadway, embankment and culvert failures.  Emergency temporary repairs were done at the time of the disaster to maintain essential traffic flows.

 

On Sept. 13, Sept. 19 and Nov.  4, 2019, the Humboldt County Department of Public Works (“Public Works”) received Federal Highway Administration funding approval to proceed with the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project.  Public Works subsequently prepared the attached plans and specifications for the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project, which includes constructing a welded wire wall, replacing and upsizing a culvert and installing geosynthetic reinforcement, rock slope protection, guard rails and sediment and erosion control items.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project.

 

FINANCIAL IMPACT:

There is no financial commitment until the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project is awarded.  This project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%).  The engineer’s cost estimate for the project is Five Hundred Twenty-Eight Thousand Four Hundred Seventy-Five Dollars ($528,475). The Humboldt County Road Fund will be responsible for Sixty Thousand Six Hundred Sixteen Dollars and Eight Cents ($60,616.08) of the costs associated with the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project.

 

Expenditure appropriations relating to completion of the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project have been included in the approved fiscal year 2019-2020 budget for budget unit 1200-321-2118.  As a result, the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the attached plans and specifications for the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project.  However, this alternative is not recommended because the project will restore the roadway, embankment and culvert failures to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
