RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals received for Storm Damage Repair to Blue Slide Road (F2G100) Post Mile 3.24;

2.                     Award the contract to Van Meter Logging, Inc., for the total amount of One Hundred Thirteen Thousand Seven Dollars ($113,007); and

3.                     Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance.

DISCUSSION:

On Feb. 25, 2020, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise Storm Damage Repair to Blue Slide Road (F2G100) Post Mile 3.24 for bids.  On Mar. 24, 2020, the county received seven (7) bids for the above-referenced project, and the results are attached (Attachment 1 - Bid Results).

 

The Humboldt County Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals submitted for Storm Damage Repair to Blue Slide Road (F2G100) Post Mile 3.24.  Public Works also recommends that the contract be awarded to Van Meter Logging, Inc., for the total amount of One Hundred Thirteen Thousand Seven Dollars ($113,007), and that the Chair of the Board be authorized to execute the project agreement upon submittal of the appropriate bonds and insurance.

 

FINANCIAL IMPACT:

This project is being funded by Federal Highway Administration Emergency Relief Funds (88.5%) and the Humboldt County Road Fund (11.47%).  The engineer’s cost estimate for the project is One Hundred Thirty-Three Thousand Six Hundred Fifteen Dollars ($133,615). Total project cost is estimated at One Hundred Forty-One Thousand Three Hundred Seven Dollars ($141,307).

 

Expenditure appropriations relating to completion of Storm Damage Repair to Blue Slide Road (F2G100) Post Mile 3.24 have been included in the approved fiscal year 2019-2020 budget for Road Fund budget 1200-321-2118.  As a result, completion of the project will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to award the contract.  However, this alternative is not recommended because the project will restore the damaged roadway to pre-disaster conditions using funds that would not otherwise be available to the county.
