Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals submitted for the Herrick Avenue (3J410) Post Mile 0.74 Storm Damage Repair Project;

2.                     Award the project agreement to Figas Construction for the total amount of Two Hundred Ten Thousand Seven Hundred Twenty-Eight Dollars ($210,728.00); and

3.                     Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance.

DISCUSSION:

On Feb. 25, 2020, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Herrick Avenue (3J410) Post Mile 0.74 Storm Damage Repair Project for bids.  On Mar. 24, 2020, the County of Humboldt received three (3) bids for the above-referenced project, and the results are attached (Attachment 1 - Bid Results).  The lowest bid exceeds the engineer’s estimate by fifty-one percent (51%).

 

The Humboldt County Department of Public Works (“Public Works”) evaluated the bids received and determined that soliciting new bid proposals would not result in a lower project cost.  The difference between the engineer’s estimate and the bids received is attributed to a significant underestimation of the costs for the cured-in-place pipe liner (Bid Item 13), traffic control system (Bid Item 2), and job site management (Bid Item 3).  Public Works generally replaces damaged culvert pipe instead of rehabilitating it; therefore, no reference cost estimates are on file for the pipe liner.  The cost of controlling traffic on Herrick Avenue was not adequately assessed for the project, and recent bids for all projects are showing an increase in the cost of job site management.

 

Public Works has consulted with the California Department of Transportation Division of Local Assistance, our liaison to the Federal Highway Administration, regarding the increase in construction costs and received concurrence to award the contract to the lowest bidder.  The project is funded through the Federal Highway Administration Emergency Relief Program, which provides a mechanism for adjusting the amount of funds allocated to the project based on the actual costs.

 

Accordingly, Public Works recommends that the Board of Supervisors receive and file the bid proposals submitted for the Herrick Avenue (3J410) Post Mile 0.74 Storm Damage Repair Project.  It is also recommended that the project agreement be awarded to Figas Construction for the total amount of Two Hundred Ten Thousand Seven Hundred Twenty-Eight Dollars ($210,728), and that the Chair of the Board be authorized to execute the project agreement upon submittal of the appropriate bonds and insurance.

 

FINANCIAL IMPACT:

The Herrick Avenue (3J410) Post Mile 0.74 Storm Damage Repair Project is being funded by Federal Highway Administration Emergency Relief Program (88.5%) and the Humboldt County Road Fund (11.47%).  The engineer’s cost estimate for the project is One Hundred Thirty-Nine Thousand Eight Hundred Fifty Dollars ($139,850).  The total project cost is estimated at Two Hundred Sixty-Three Thousand Seven Hundred Twenty-Eight Dollars ($263,728).  The Humboldt County Road Fund will be responsible for Thirty Thousand Two Hundred Forty-Nine Dollars and Sixty Cents ($30,249.60) of the total costs associated with the Herrick Avenue (3J410) Post Mile 0.74 Storm Damage Repair Project.

 

Expenditure appropriations relating to completion of the Herrick Avenue (3J410) Post Mile 0.74 Storm Damage Repair Project have been included in the approved fiscal year 2019-20 budget for Roads in 1200321-2118.  As a result, completion of the Herrick Avenue (3J410) Post Mile 0.74 Storm Damage Repair Project will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to award the project agreement for the Herrick Avenue (3J410) Post Mile 0.74 Storm Damage Repair Project.  However, this alternative is not recommended because the project will repair the damaged culvert and restore the embankment to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
