Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the Humboldt County Public Works Director, or a designee thereof, to execute a state standard agreement and any other documents, including, without limitation, professional services agreements, necessary to apply for, accept and secure funding made available through any and all applicable state grant programs, including, without limitation, the 2020 Proposition 1 & Proposition 68 Grant Programs, in order to fully implement the Chadd Creek Fish Passage Enhancement Project; and
2. Approve, and direct the Humboldt County Auditor-Controller to process, the attached supplemental budget request regarding the Chadd Creek Fish Passage Enhancement Planning Project. (4/5 vote required)

DISCUSSION:
In 2018 the Governor of the State of California in cooperation with the California State Legislature enacted Proposition 1 and Proposition 68, which provide funds to implement the objective of the California Water Action Plan, and authorizes the California Department of Fish and Wildlife (“CDFW”) to award grant funds to multi-benefit ecosystem and watershed protection and restoration projects. CDFW distributes grant funds on a competitive basis through various grant programs, including, without limitation, the 2020 Proposition 1 and Proposition 68 Grant Programs, which provide funding to eligible public agencies, non-profit organizations and others.
In November 2019, the County of Humboldt, by and through its Department of Public Works - Natural Resources Division, submitted an application to the 2020 Proposition 1 and Proposition 68 Grant Programs. In February 2020, the county’s application was selected for funding. Staff is now requesting that the Board authorize the Humboldt County Public Works Director, or a designee thereof, to accept an award of One Hundred Eighty-Nine Thousand Seven Hundred Eighty Dollars ($189,780.00) to complete the first phase of the Chadd Creek Fish Passage Enhancement Planning Project.
The Chadd Creek Fish Passage Enhancement Planning Project will develop final design plans for a replacement structure at the crossing of Chadd Creek on Holmes Flat Road, resulting in improved passage to approximately two and one-half (2.5) miles of high-quality instream habitat. Awarded funds will be put toward engineering analysis and design, preparation of permitting documentation, and completion of environmental assessment, as required, so that the project may be seamlessly implemented once funding has been secured to complete the second phase of the project. The Chadd Creek Fish Passage Enhancement Project will evaluate options to replace the crossing with a higher capacity structure such as an arch culvert or bridge.
Accordingly, staff recommends that the Board adopt the attached resolution authorizing the Humboldt County Public Works Director, or a designee thereof, to apply for, accept and secure funding made available through any and all applicable state grant programs, including, without limitation, the 2020 Proposition 1 and Proposition 68 Grant Programs, in order to fully implement the Chadd Creek Fish Enhancement Project.
FINANCIAL IMPACT:
Adoption of the attached resolution will bring One Hundred Eighty-Nine Thousand Seven Hundred Eighty Dollars ($189,780.00) of state funding into Humboldt County to support continued work to remove fish migration barriers as well as reduce the vulnerability of our rural communities from flooding. Approval of the attached supplemental budget for fiscal year 2019-2020 will increase appropriations in the Public Works budget for the 2020 Proposition 1 and Proposition 68 Grant Programs by One Hundred Eighty-Nine Thousand Seven Hundred Eighty Dollars ($189,780.00) Roads-Natural Resources 1200331.
State grant funds will be matched by Twenty Thousand Nine Hundred Sixty-Seven Dollars ($20,967.00) of in-kind staffing contributions, excluding indirect overhead, from the County of Humboldt. The above-referenced commitment of matching funds is already budgeted for in the approved fiscal year 2019-2020 Natural Resources Division budget 1200331. As a result, adoption of the attached resolution and approval of the attached supplemental budget will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by creating opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to adopt the attached resolution authorizing the Humboldt County Public Works Director, or a designee thereof, to apply for, accept and secure funding made available through any and all applicable state grant programs, including, without limitation, the 2020 Proposition 1 and Proposition 68 Grant Programs, in order to fully implement the Chadd Creek Fish Enhancement Project. However, this alternative is not recommended because of the community flood reduction and safety benefits that will be gained from implementation of the Chadd Creek Fish Passage Enhancement Planning Project.
