RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the award letter of agreement from Nurse Family Partnership (NFP) and the letter of appreciation;

2.                     Authorize the Chair of the Board to sign the letter of appreciation;

3.                     Authorize the Department of Health and Human Services (DHHS) - Public Health Director to sign the award letter of agreement;

4.                     Authorize the DHHS - Public Health Director, or designee, to sign future amendments to this agreement thereto after review by County Counsel and Risk Manager; and

5.                     Direct the Clerk of the Board to return the signed letter to DHHS - Public Health for submission to NFP.

DISCUSSION:

The Department of Health and Human Services (DHHS) - Public Health - Maternal, Child and Adolescent Health Division (MCAH) has been administering the Nurse Family Partnership® (NFP) program locally since July of 2009.  NFP is a nationally recognized program that offers nurse home visiting services to first time mothers.  The NFP Program is an evidence-based program that helps low-income, first time mothers develop behaviors that enable them to have healthier pregnancies, be better parents, have emotionally and physically healthier children and attain greater economic self-sufficiency. 

 

A private donor through the National Services Office for Nurse Family Partnership® has made funds available to offer mental health clinician services to families participating in NFP.  This donation was anticipated and the mental health clinician position was allocated and included in the fiscal year 2019-20 county budget.

 

The availability of mental health services for this specific population will assist mothers in addressing adverse outcomes such as depression, substance abuse, post-traumatic stress and abuse.  Offering mental health services to this population will remove barriers, such as arranging child care, in seeking services. 

 

The generous contribution of $500,000 made by Dean and Helen Witter Family Fund via the National Services Office will ensure mental health services are offered and available to first time mothers.  The Public Health nurses would like to extend gratitude for their generosity. 

 

This award letter is coming to your Board after the start date of Jan. 1, 2020 due to ongoing discussions relating to the agreement.

 

FINANCIAL IMPACT:

Acceptance of the award letter with Nurse Family Partnership® will allow DHHS - Public Health to receive $100,000 for the period of Jan. 1, 2020 to Dec. 31, 2020.  These funds were anticipated and included in the county budgets for fiscal year (FY) 2019-20 in fund 1175, Budget Unit 426, Nurse Family Partnership.  The receipt of an annual donation of $100,000 will continue for five years for a total contribution of $500,000. This annual amount of $100,000 will be included in FY 2020-21, FY2021-22, FY2022-23, and FY2023-24 county budget processes. There is no impact to the county General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to accept the award letter.  However, this would result in the program’s loss of potential mental health services for first time mothers.
