RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the completed contract, including the change orders approved by the Public Works Department, between GR Sundberg, Inc., and Humboldt County for construction of McKay Tract Community Forest Northridge Road (3J400) Parking Lot and Walnut Drive (F3J300) Left Turn Pocket; and

2.                     Approve the final claim for payment, as submitted by the Public Works Department to the Auditor-Controller, in the amount of $10, which will bring the total amount paid to 100% of the contract.

DISCUSSION:

This project constructed a left-turn lane on Walnut Drive at Northridge Road in Cutten and the “Northridge Access Point” to enable public access for the McKay Community Forest, which was established in 2014, with the grant-funded acquisition of 1,000 acres of forestland. The Northridge Access Point includes 26 standard vehicle parking spaces, four equestrian parking spaces, two accessible parking spaces, portable restroom, and entrance gate, along with drainage and stormwater features that conform to the low-impact development standards of the county's municipal stormwater permit. The vegetation between the parking area and road will be managed to provide a visual buffer while allowing sightlines to aid law enforcement. Signage and trails beyond the immediate trailhead area and a permanent restroom with water and sewer service will be developed as separate projects in the future. Construction of the Northridge Access Point was funded by a grant from the Housing-Related Parks Program and Parkland Dedication fees.

 

Walnut Drive near the intersection with Northridge Road is a two-lane arterial roadway with a posted speed limit of 45 miles per hour. Northridge Road is a collector road serving a neighborhood situated between Walnut Drive and the McKay Community Forest. Motorists traveling southbound on Walnut Drive near Northridge Road are often accelerating after having traveled through lower-speed portions of Walnut Drive or Campton Road. Public Works created a left-turn pocket for the southbound lane of Walnut Drive to improve the safety of left-turn movements onto Northridge Road. Motorists turning left onto Northridge Road from the southbound lane of Walnut Drive can now queue in the turn lane without blocking the travel lane and inhibiting traffic flow. Addition of a left-turn lane at this intersection reduced the risk of rear-end and side-impact collisions. This safety improvement project upgraded the Walnut Drive-Northridge Road intersection to match the configuration approximately 1,500 feet to the north, where the southbound lane of Walnut Drive includes a left-turn pocket for turning movements into the Humboldt Community Services District facility. Construction of the new left-turn lane on Walnut Drive was funded by Measure Z, with the expenditure occurring in Fiscal Year 2018-2019.

 

On Feb. 6, 2018, the Board of Supervisors authorized the Clerk of the Board to advertise the above-referenced project for bids. On Mar. 13, 2018, the county received nine bids for the project. The contract was awarded to GR Sundberg, Inc., the lowest responsible bidder, on Mar. 27, 2018. The award amount was $368,280, and contract change orders executed during the project increased the authorized contract amount by $34,805.16.

 

The Department of Public Works recommends that the Board of Supervisors accept the completed contract, including the change orders approved by Public Works for this project, and approve the final claim for payment.

 

FINANCIAL IMPACT:

Total construction costs for this project are $403,085.16. Progress payments totaling $403,075.16 have been paid, and the final claim for payment in the amount of $10 is outstanding. This project was funded by a $175,375 grant from the Housing-Related Parks Program and contributions of $62,682.46 and $165,027.70 from Parkland Dedication fees and Measure Z, respectively. Construction costs were included in the Fiscal Year 2018-19 Road Fund Budget; the remaining final claim for payment was included in the Fiscal Year 2019-20 Road Fund Budget. Therefore, this item has no impact on the General Fund.
