Recommendation

That the Board of Supervisors:

1.                     Approve the attached Mutual Aid Agreement between County of Shasta and County of Humboldt; and

2.                     Direct the Clerk of the Board to return two signed copies of the agreement to Chief Probation Officer Shaun Brenneman.

Probation Juvenile Hall Budget Unit 234

 

DISCUSSION:

Recent Public Safety Power Shutoffs (PSPS) have caused the Probation Department to closely review the department’s existing Continuity of Operations Plan (COOP), and one of the challenges when prioritizing services is the Juvenile Hall. Probation is mandated to operate a juvenile hall, however, in the event of a forced evacuation there is no local suitable secure facility into which staff can move youth. Due to these factors, and Humboldt County’s geographic isolation, Humboldt County Probation is seeking to enter into mutual aid agreements with both Shasta and Mendocino counties. The agreements are mutual meaning that Humboldt County would also receive Shasta County youth in the event of a disaster forcing evacuation there. Shasta County has a similar existing agreement with Butte County which provided the basis for this agreement.

 

FINANCIAL IMPACT:

It is likely that in many fiscal years this agreement will not be activated and there will be no financial impact. However, in the event that Humboldt County Probation must evacuate youth to Shasta, there will be no cost for the first 7 days. Beyond 7 days, the cost to the sending county will be $88 per day per youth, and should the length of stay extend beyond 21 days, the cost to the sending county would be $115 per day per youth. The annual amount paid on this agreement is not to exceed $50,000. These costs would be absorbed into the existing Juvenile Hall budget unit 234; savings would be anticipated due to closure of the Humboldt County Juvenile Hall and would be redirected to these costs. Likewise, were Humboldt County to receive Shasta County youth, the funds would be directed back into the Juvenile Hall budget unit 234 to offset the cost of housing the Shasta County youth(s).

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may elect not to approve the mutual aid agreement, however this is not recommended as it would leave detained youth in Humboldt County vulnerable in the event of a forced evacuation. Not having agreements in place could result in serious delays in finding safe and secure detention space for detained Humboldt County youth.
