RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve State Standard Agreement #20-10006 for Medi-Cal Administrative Activities (MAA) with the California Department of Health Care Services (DHCS) for the period beginning July 1, 2020 through June 30, 2023;

2.                     Authorize the Department of Health and Human Services (DHHS) Public Health Director, or a designee thereof, to execute State Standard Agreement #20-10006, one (1) Contractor Certification Clause, one (1) California Civil Rights Laws Certification, and one (1) Medi-Cal Disclosure Statement;

3.                     Authorize the DHHS Public Health Director, or a designee thereof, to execute any future amendments and/or documents related to the agreement upon review by County Counsel and Risk Management; and

4.                     Direct the Clerk of the Board to return one (1) copy of the Board Motion to the DHHS - Contract Unit for transmittal to DHHS- Public Health.

DISCUSSION:

The MAA program improves the availability and accessibility of Medi-Cal services to Medi-Cal eligible and potentially eligible individuals and their families. DHHS draws down Federal Financial Participation revenues to decrease local costs for eligible services and to assist in maintaining service levels. Services include Medi-Cal outreach, referral, coordination, and monitoring of Medi-Cal services, facilitating Medi-Cal applications, arranging and/or providing transportation to Medi-Cal services, contract administration for Medi-Cal services, program planning and policy development for Medi-Cal services and MAA and Targeted Case Management (TCM) coordination and claims administration.

 

During the fiscal year (FY) 1997-98 budgeting process, your Board directed Public Health to participate in MAA. Since then, the MAA program has brought in funds to support community members.

 

The DHHS-Public Health Branch is the Local Governmental Agency (LGA) for MAA claiming on behalf of Humboldt County. Participating in the MAA program are: Public Health Nursing, Public Health Communicable Disease, Public Health Healthy Communities and Public Guardian. Approval of this agreement will allow all participating programs to continue receiving funds.

 

FINANCIAL IMPACT:

The agreement before your Board today will allow DHHS-Public Health to receive reimbursement for MAA performed during the contract period of July 1, 2020 through June 30, 2023 in the following funds: Fund 1175, Budget Unit 403, MAA/TCM Claims Coordination; Fund 1175, Budget Unit 400, Public Health Administration; Fund 1175, Budget Unit 437, CARE NorCAP; Fund 1175, Budget Unit 416, Public Health Field Nursing; Fund 1175, Budget Unit 422, Clinic Services; and Fund 1160, Budget Unit 273, Public Guardian Conservator. The total amount for this agreement, $7,200,000, will be included in the above county budgets for the duration of the contract. For FY 2020-21 the amount shall not exceed $2,000,000, for FY 2021-22 the amount    shall not exceed $2,600,000, and for FY 2022-2023 the amount shall not exceed $2,600,000. There will be no net increase or decrease to the county General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could decide not to approve the agreement with DHCS. However, DHHS-Public Health does not recommend this alternative as it would decrease services to a vulnerable population.
