That the Board of Supervisors:
1. Appoint Richard Marks to fill the At-Large vacancy on the North Coast Railroad Authority.

DISCUSSION:
On February 25, 2020 the Board of Supervisors received notice that there was a vacancy on the North Coast Railroad Authority Board due to the expired term of Richard Marks. Per the Board of Supervisors protocol any Board member can recommend the appointment of a qualified person to fill the vacancy. Supervisor Bass would like to recommend the appointment of Richard Marks for a year with a term start date of March 10, 2020 and an expiration date of March 10, 2021.
