RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution (Attachment 2) accepting the California State Coastal Conservancy Beach Wheelchair grant in the amount of $6,672;

2.                     Ratify the California State Coastal Conservancy Standard Agreement signed by the County Administrative Officer; and

3.                     Approve the following supplemental budget for Fiscal Year 2019-20 in fund 3552, Budget Unit 152 (4/5th vote required):

DISCUSSION:

In Feb. 2019, the California State Coastal Conservancy announced the availability of grants to public agencies for acquiring beach wheelchairs to be provided free of charge for public use.  This grant program is to help more people explore California’s spectacular coast.  Beach wheelchairs increase recreational opportunities for persons with mobility disabilities, seniors, and others who have physical difficulty accessing the beach.

 

On Apr. 5, 2019, the County Administrative Office, ADA Compliance Team applied for the Coastal Conservancy grant.  On June 19, 2019, the county received notice of the grant award, Number 19-060, in the amount of Six Thousand Six Hundred Seventy-Two Dollars ($6,672).  The California State Coastal Conservancy requires that the county execute a grant agreement and adopt a resolution to accept the grant award and authorize staff to administer the grant agreement.

 

This grant award from the California State Coastal Conservancy will fund the purchase of two (2) outdoor beach wheelchairs to be stored at Clam Beach County Park and the public advertisement of the newly acquired beach wheelchairs.

 

The beach wheelchairs will allow members of the community with mobility limitations to access the beach and enjoy the ocean views and beachcombing. As part of the consent decree Humboldt County entered into, on Sept. 7, 2016, with the Department of Justice (DOJ); the county is required to have its programs, services and activities readily accessible to and usable by individuals with disabilities. Access to Clam Beach is included in the DOJ consent decree.

 

In collaboration with Public Works, an online reservation system has been created for the public to reserve the beach wheelchairs. The reservation system will be made available to the public once DOJ consent decree barriers at Clam Beach County Park have been remediated.

 

 

FINANCIAL IMPACT:

The grant amount of Six Thousand Six Hundred Seventy-Two Dollars ($6,672) will secure the purchase of the beach wheelchairs, signage and advertising. There is no General Fund match required for this grant.

 

 

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may decline the California State Coastal Conservancy grant funding, however this is not recommended as the county may be subject to fines for non-compliance, as Clam Beach County Park is a facility identified by the DOJ with ADA barriers that must be remediated.
