RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the Bair Road (6L300) Post Miles 0.50 1.30, 3.00, 4.10 and Stover Road (6M100) Post Mile 5.47 Storm Damage Repair Project; and

2.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, April 7, 2020, at 2:00 p.m.

DISCUSSION:

On February 14, 2017, the Federal Emergency Management Agency declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides.  Bair Road (6L300) Post Miles 0.50, 1.30, 3.00, 4.10 and Stover Road (6M100) Post Mile 5.47, located in the Redwood Valley area between Blue Lake and Willow Creek, experienced roadway failures due to saturated embankment soils slipping beneath the roadway.  The embankment failures resulted in lane closures and additional hazards to the small rural community of Redwood Valley.

 

On April 16, 2018, the Humboldt County Department of Public Works (“Public Works”) received approval from the Federal Emergency Management Agency to proceed with the Bair Road (6L300) Post Miles 0.50, 1.30, 3.00, 4.10 and Stover Road (6M100) Post Mile 5.47 Storm Damage Repair Project.  Public Works prepared the attached plans and specifications based on topographic surveys of the damaged areas prepared by Points West Surveying Company and Public Works.  The work proposed in the attached plans and specifications consists of constructing three (3) wire walls and two (2) rock buttresses, placing underdrains at four (4) of the sites, restoring each roadway with hot mix asphalt and/or aggregate base and installing sediment and erosion control items.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Bair Road (6L300) Post Miles 0.50, 1.30, 3.00, 4.10 and Stover Road (6M100) Post Mile 5.47 Storm Damage Repair Project.

 

FINANCIAL IMPACT:

There is no financial commitment until the Bair Road (6L300) Post Miles 0.50, 1.30, 3.00, 4.10 and Stover Road (6M100) Post Mile 5.47 Storm Damage Repair Project is awarded.  This project is being funded by Federal Emergency Management Agency Disaster Funds (75%), California Governor’s Office of Emergency Services funding (18.75%) and the Humboldt County Road Fund (6.25%).  The engineer’s cost estimate for the project is Six Hundred Fifty-Six Thousand Five Hundred Thirty Dollars ($656,530.00).  The Humboldt County Road Fund will be responsible for Forty-One Thousand Thirty-Three Dollars and Twelve Cents ($41,033.12) of the costs associated with the Bair Road (6L300) Post Miles 0.50, 1.30, 3.00, 4.10 and Stover Road (6M100) Post Mile 5.47 Storm Damage Repair Project.

 

Expenditure appropriations relating to completion of the Bair Road (6L300) Post Miles 0.50, 1.30, 3.00, 4.10 and Stover Road (6M100) Post Mile 5.47 Storm Damage Repair Project have been included in the approved fiscal year 2019-2020 budget for Road Fund budget unit 321-2118.  As a result, the Bair Road (6L300) Post Miles 0.50, 1.30, 3.00, 4.10 and Stover Road (6M100) Post Mile 5.47 Storm Damage Repair Project will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the attached plans and specifications for the Bair Road (6L300) Post Miles 0.50, 1.30, 3.00, 4.10 and Stover Road (6M100) Post Mile 5.47 Storm Damage Repair Project.  However, this alternative is not recommended because the project will restore the roadway failures to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
