DISCUSSION:

For more than 40 years, Boys and Girls Club of the Redwoods (BGCR) has worked with thousands of disadvantaged young people. BGCR serves youth who have suffered abuse and trauma, have been removed from families and/or lack positive adult role models. The youth participate in preventative programs which help with self-esteem, achieving success in school and becoming productive and caring citizens in the community.

This agreement will help BGCR provide the following services:

1.                     Expand the mental health component of its services to the youth served at the Eureka Clubhouse and Eureka Teen Center with the goal in reducing suffering that may result from abuse and trauma.

2.                     Provide increased staff training to assist in mentoring and improving the academic success of BGCR members.

3.                     Reinforce the process of creating a structured referral process by partnering with organizations in the community to help members and their families access mental health resources.

The three-year program cost for BGCR in Humboldt County will be $60,000. Total costs are not to exceed $20,000 for each fiscal year. The agreement is scheduled to run from July 1, 2019 through June 30, 2022.

Accordingly, DHHS recommends the Board approve the attached professional services agreement with BGCR, authorize the Chair to sign the agreement and directs the Clerk of the Board to route the fully executed agreement to the DHHS-Contracts Unit.

After initial review of BGCR’s Scope of Services and Schedule of Rates, time was spent to ensure both documents were in the correct format and the budgets for each fiscal year were accurate. Moreover, CWS and DHHS-Contracts Unit worked with BGCR to ensure their Certificate of Liability Insurance for both general and professional liability would meet the county’s contractual requirements. Significant time was required for the aforementioned aspects of the contract to be accurate. Although this contract is now late to the Board, these requirements have been met.

FINANCIAL IMPACT:

The maximum cost payable under the term of this agreement shall not exceed $60,000.00.  In no event shall the maximum amount paid exceed $20,000.00 per year for fiscal years (FY) 2019-20, 2020-2021 and 2021-2022. However, if state funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate this agreement in its entirety.

These funds have been included in Fund 1160, Budget Unit 508-Child Welfare Services (CWS). Funds are provided and administered by the California Department of Social Services through the County Children’s Trust Fund (CCTFs) and is comprised of revenues from the Kid’s Plates Program and birth certificate fees. There is no impact to the county General Fund.
