That the Board of Supervisors:

1.                     Approve a supplemental budget for FY2019-20 for Cal-ID RAN budget unit 3495-126 in the amount of $147,993 for the purchase of seven new live scan machines (Attachment 1). (4/5 vote required)

DISCUSSION:

On Sept. 25, 1998, the Board adopted resolution #98-86 imposing a $1 fee for each vehicle registered or renewed in Humboldt County to enhance the capacity of county law enforcement personnel to provide automated mobile and fixed location fingerprint identification and photo imaging of individuals who may be involved in vehicle-related crimes and other crimes committed while operating a motor vehicle. Specifically, these enhanced services can be provided through the purchase, maintenance and operation of sufficient technologically advanced equipment to quickly and efficiently process the fingerprints and/or photo images of such individuals. 

 

This fee generates approximately $138,000 annually. The annual funding pays for the live scan machine maintenance and infrastructure for the county’s connectivity to the U.S. Department of Justice. A portion of the funds is retained each year to be used for replacement of the live scan machines. Any remaining funds at the end of the year are distributed to the agencies to help with the cost of personnel and supplies to operate the live scan machines. There are eight machines located at various agencies as follows: Humboldt County Sheriff’s Office, Humboldt County Correctional Facility, Humboldt County Coroner’s Office, Humboldt County Probation Department, Eureka Police Department, Arcata Police Department, Fortuna Police Department and Humboldt State University Police Department.

 

Recently the County Information Technology (IT) Director was advised by the vendor that the operating systems in seven of the eight machines are no longer supported as of Dec. 31, 2019 and the machines are outdated and cannot be upgraded. Several of the agencies have reported recent problems with the machines. Due to time constraints and the need to continue providing this essential service for the law enforcement community, staff recommends that immediate replacement occur using sole source with Gemalto Cogent, the vendor of the current machines. The cost of replacement for the machines and accessories is estimated to be $147,993.

 

FINANCIAL IMPACT:

There is no financial impact to the General Fund. The Cal-ID/RAN Trust Fund (Fund No. 3495) has sufficient funding to cover the cost of replacement for the machines. As of Dec. 31, 2019, the trust fund has a balance of $254,005.45. It is estimated that the cost to replace the seven machines is $147,993, and this amount will be transferred from Fund 3495 to the Cal-ID/RAN Budget Unit 3495-126. Three of the machines (for an estimated total of $66,665) will be recorded as county fixed assets. The remaining four machines (for an estimated total of $81,328) will become the property of the applicable law enforcement departments and will be recorded by the county as a contribution to other agencies (attachment 1).

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could deny the request for a supplemental budget; however, this is not recommended. The live scan equipment is essential law enforcement equipment and is currently out dated and in need of immediate replacement. Failure to timely replace the outdated equipment could result in a gap in service.
