Recommendation
That the Board of Supervisors:
1. Approve a supplemental budget for FY2019-20 for Cal-ID RAN budget unit 3495-126 in the amount of $147,993 for the purchase of seven new live scan machines (Attachment 1). (4/5 vote required)

DISCUSSION:
On Sept. 25, 1998, the Board adopted resolution #98-86 imposing a $1 fee for each vehicle registered or renewed in Humboldt County to enhance the capacity of county law enforcement personnel to provide automated mobile and fixed location fingerprint identification and photo imaging of individuals who may be involved in vehicle-related crimes and other crimes committed while operating a motor vehicle. Specifically, these enhanced services can be provided through the purchase, maintenance and operation of sufficient technologically advanced equipment to quickly and efficiently process the fingerprints and/or photo images of such individuals.

This fee generates approximately $138,000 annually. The annual funding pays for the live scan machine maintenance and infrastructure for the county's connectivity to the U.S. Department of Justice. A portion of the funds is retained each year to be used for replacement of the live scan machines. Any remaining funds at the end of the year are distributed to the agencies to help with the cost of personnel and supplies to operate the live scan machines.
