RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Introduce the attached ordinance by title and waive the first reading;

2.                     Set the attached ordinance for adoption on February 11, 2020, or at least one (1) week away from the date of the Board of Supervisors meeting at which the ordinance is first introduced;

3.                     Direct the Clerk of the Board of Supervisors to publish the pre-adoption summary of the attached ordinance and to post a certified copy of the full text of the ordinance in the office of the Clerk of the Board of Supervisors at least five (5) days prior to the Board of Supervisors meeting at which the ordinance will be adopted [California Government Code Section 25124(b)(1)];

4.                     Direct the Clerk of the Board of Supervisors, within fifteen (15) days after adoption of the attached ordinance, to publish a post-adoption summary of the ordinance with the names of the Supervisors voting for and against the ordinance, and to post in the office of the Clerk of the Board of Supervisors a certified copy of the full text of the adopted ordinance and amendments along with the names of those Supervisors voting for and against the ordinance [California Government Code Section 25124(b)(1)]; and

5.                     Direct Department of Public Works staff to file the attached Notice of Exemption with the Humboldt County Clerk in accordance with the California Environmental Quality Act.

The attached ordinance designates stop signs at the following locations in order to control traffic at uncontrolled intersections and reflect changed traffic patterns in the Shelter Cove area:

 

                     Albatross Road (County Road No. 4A055) at its intersections with Upper Pacific Drive (County Road No. 4A070) and Lower Pacific Drive (County Road No. 4A040).

 

                     Bambi Court (County Road No. 4A075) at its intersection with Shelter Cove Road (County Road No.C4A010).

 

                     Bambi Drive (County Road No. 4A072) at its intersection with Shelter Cove Road (County Road No. C4A010).

 

                     Beach Road (County Road No. 4A120) at its intersection with Shelter Cove Road (County Road No. C4A010).

 

                     Bear Court (County Road No. 4A172) at its intersection with Toth Road (County Road No. 4A160).

 

                     Buckhorn Court (County Road No. 4A076) at its intersection with Shelter Cove Road (County Road No. C4A010).

ACCESSIBLE PARKING:

 

The attached ordinance updates the language of Section 431-2 of the Humboldt County Code to reflect current local, state and federal standards and establishes accessible parking spaces for persons with disabilities on the west side of Redwood Drive (County Road No. C6B105) from Post Mile 2.722 to Post Mile 2.727 in the Redway area.

 

PARKING ZONES:

 

The attached ordinance establishes parking restrictions on the following roads in order to improve sight visibility and address traffic safety issues in the McKinleyville, Loleta, Hydesville, Samoa, Cutten and Eureka areas:

 

                     East side of Central Avenue (County Road No. A4L800) from Post Mile 2.103 to Post Mile 2.155 in the McKinleyville area.  This parking restriction is being requested in order to improve sight visibility at the driveways of fronting landowners.

 

                     East side of Harrison Avenue (County Road No. F3K305) from Post Mile 0.821 to Post Mile 0.829 in the Eureka area.  This thirty (30) minute parking restriction is being requested in order to improve site visibility at the driveway of Cloney’s Pharmacy located at 2515 Harrison Avenue.

 

                     East side of Harrison Avenue (County Road No. F3K305) from Post Mile 0.536 to Post Mile 0.559 in the Eureka area.  This parking restriction is being requested in order to improve sight visibility at the driveway of Lima’s Professional Pharmacy located at 2097 Harrison Avenue.

 

                     North side of Loleta Drive (County Road No. A3H200) between Post Mile 0.437 and 0.447 in the Loleta area.  This parking restriction is being requested in order to improve sight visibility at the driveways of fronting landowners.

 

                     West side of Johnson Road (County Road No. 4G060) from Post Mile 0.121 to Post Mile 0.135 and Post Mile 0.141 to Post Mile 0.155 in the Hydesville area.  This parking restriction is being requested in order to improve sight visibility at the driveway of the Hydesville Grammar School located at 3050 Johnson Road.

 

                     East side of Peninsula Drive (County Road No. 3K905) from Post Mile 0.583 to Post Mile 0.770 in the Samoa area.  This parking restriction is being requested in order to address traffic safety issues along Peninsula Drive.

 

                     North side of Pickett Road (County Road No. C4M030) from Post Mile 0.000 to Post Mile 0.049 in the McKinleyville area.  This parking restriction is being requested in order to address traffic safety issues near the Eureka Natural Foods parking lot.

 

                     West side of Walnut Street (County Road No. F3J300) from Post Mile 5.562 to Post Mile 5.571 and Post Mile 5.543 to Post Mile 5.548 in the Cutten area.  This parking restriction is being requested in order to improve sight visibility at the intersection of Walnut Street (County Road No. F3J300) and Arbutus Street (County Road No. 3K250).

 

                     East side of Walnut Street at Post Mile 5.548 to a distance of fifteen (15) feet south and Post Mile 5.536 to a distance of thirteen (13) feet south in the Cutten area.  This parking restriction is being requested in order to improve sight visibility at the intersection of Walnut Street (County Road No. F3J300) and Arbutus Street (County Road No. 3K250).

 

BICYCLE LANES

 

The attached ordinance establishes a Class II Bicycle Lane on both sides of Red Cap Road (County Road No. 8Q100) from Post Mile 0.030 to Post Mile 1.383, and from Post Mile 1.383 to Post Mile 1.425 on the west side of Red Cap Road (County Road No. 8Q100), in order to increase bicycle accessibility in the Hoopa area.

 

The attached ordinance is considered a project under the California Environmental Quality Act (“CEQA”).  This project is categorically exempt from environmental review pursuant to Section 15301 - “Existing Facilities” and Section 15305 - “Minor Alterations in Land Use Limitations” of the CEQA Guidelines.  In addition, the application of the above-referenced categorical exemptions is not barred by any of the exceptions set forth in Section 15300.2 of the CEQA Guidelines. 

 

FINANCIAL IMPACT:

Adoption of the attached ordinance will require the creation and installation of regulatory signs and striping in the relevant locations.  The estimated cost associated with manufacturing and installing the required regulatory signs and striping is $10,000, which is covered by the Road Fund.  As a result, adoption of the attached ordinance will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to adopt the attached ordinance.  However, this alternative is not recommended since it would not improve traffic safety in the relevant locations.
