RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Review and Approve the attached Headwaters Fund Board recommended Community Investment Fund (CIF) grant of $25,000 to the Redwood Region Economic Development Commission (RREDC) for data collection of passenger demographics and travel patterns as part of the Fly Humboldt airline recruitment initiative; and

2.                     Approve the supplemental budget request of $25,000 (Attachment 2) for Headwaters in Fund 1120, Budget Unit 286, to fund this Community Investment Fund Grant.

DISCUSSION:

On Nov. 12, 2019, the Headwaters Fund Board (HWFB) approved the recommendation to your Board to fund the request from the Redwood Region Economic Development Commission for a project that will involve in-terminal surveys of arriving and departing passengers at the California Redwood Coast - Humboldt County Airport (ACV).

 

RREDC will be contracting with Volaire Aviation and will utilize Humboldt State University (HSU) students in the data collection effort. HSU students will receive stipends for their work.

 

Once a data collection instrument is developed and tested, a statistically valid survey design will be determined. The survey will be developed over the course of a full year so that seasonally relevant data will be collected and utilized to determine transport needs and satisfaction. The survey is expected to begin in the Spring of 2020. The full Headwaters Fund Community Investment Fund Application is attached (Attachment 1).

 

FINANCIAL IMPACT:

There will be no General Fund impact. There is currently $2,222,635 available in Headwaters Fund Fund-3846.  RREDC returned $116,846.75 from their Community Investment Fund Fly-Humboldt Minimum Revenue Guarantee grant, which is reflected in the current fund balance. The balance will be $2,197,635 remaining after this expenditure.

This action supports your Board’s Strategic Framework by supporting business, workforce development and creation of private-sector jobs and providing for and maintaining infrastructure.

 

OTHER AGENCY INVOLVEMENT:                     

Redwood Regional Economic Development Commission.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose not to approve staff and HWFB recommendation. This is not recommended as this data will be utilized to improve service at ACV.
