DISCUSSION:

On Sept. 22, 2015 (Item I-1), your Board received a commissioned report from W. Brown Creative Partners called the Transition Organizational Assessment Study (The Wendi Brown Report) which contained recommendations for DHHS (Attachment 1). A total of 48 recommendations were included in the report. The attached Humboldt County IT, HR, Payroll and Accounts Payable Operations Review (Attachment 2) is a product of one of those recommendations. An additional recommendation from the Wendi Brown Report was to form a Blue Ribbon Task Force. On Aug. 9, 2016 (Item H-2), your Board approved resolution No. 16-94 authorizing the creation of the Blue Ribbon Task Force (BRTF). Your Board appointed members to the BRTF on Oct. 11, 2016 (Item H-2). The BRTF met from January 2017 through February 2018, and presented a Final Report to your Board on July 10, 2018 (Item I-5) (Attachment 3). Your Board received and filed the report, and the Board passed a motion to “ask the Department of Health & Human Services to report back with a plan of action with prioritized recommendations and measurable outcomes.”

 

This presentation will provide the Board with an update on DHHS actions taken in relation to both reports, prioritization of recommendations, provide updated information on a survey of partners, and report on continuing work on measuring outcomes.

 

FINANCIAL IMPACT:

The presentation does not have a financial impact. However, actions recommended in the report may have a financial impact for DHHS and/or other county departments.

 

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by creating opportunities for improved safety and health and protecting vulnerable populations.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to receive a presentation from DHHS on actions related to the Wendi Brown Report and the Blue Ribbon Task force.  This is not recommended as DHHS is following the directive to report back to your Board.
