RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Chair of the Board to execute the attached Professional Services Agreement with Aviation Management Consulting Group (AMCG) Team for the reminder of FY 2019-20 and FY 2020-21;

2.                     Authorize the Director of Aviation to execute any amendments and successor agreements after review by County Counsel and Risk Management; and

3.                     Direct the Clerk of the Board to return the original signed agreement to the Department of Aviation.

DISCUSSION:

The Federal Aviation Administration (FAA) completed a land use inspection of County of Humboldt Airports in 2018. Following completion of the FAA inspection, the County of Humboldt received the attached report identifying eight items that the county must address at its six airports.

 

AMCG and their project partners have the necessary experience and ability to assist the County of Humboldt in addressing very specialized items that the FAA has identified. The nature of this work is specialized as it is airport property which requires compliance with a very specific set of federal rules, regulations, and standards implemented by the FAA.

 

The Department of Aviation has numerous compliance matters that the FAA identified that need to be addressed. The Department of Aviation staff have addressed items 4 and 6 on the attached FAA Land Use Inspection Compliance Document. If approved by the Board, Aviation staff would work with AMCG and its team to address items 1-3, 5, 7, and 8. 

 

FINANCIAL IMPACT:

The total project may cost up to $324,000. During the First Quarter Budget Report your Board allocated funding in the same amount to be transferred from the General Fund to Aviation (Budget Unit 3530-381) for this work. Therefore, there is sufficient funding available in Aviation’s FY 2019-20 budget and there will be no further impact to the General Fund. This study is designed to help ensure compliance with FAA regulations. However, if the county does not comply those regulations it could be liable to repay more than $50 million in past grant funding provided by the FAA, as well as risk other future funding opportunities through FAA.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may decide not to authorize the agreement with AMCG.  However, it is not recommended due to potential impacts outlined below:

                     Demand for repayment for all or a portion of the $50,296,566 in past grant funding provided by the FAA.

                     Risking future grant funding for capital projects through the FAA’s Airport Improvement Program (AIP).
